玉溪市抚仙湖保护开发投资有限公司，对抚仙湖保护治理项目进行融资投
资和经营管理。参与抚仙湖保护治理的国有资产管理和经营。参与抚仙湖水、
渔业资源和景区景点开发、建设。受委托参与抚仙湖旅游示范区周边及其他土
地一级开发整理。抚仙湖试验区空间广告媒体、环境卫生等资源的市场化经营管
理，生态环境信息咨询服务。赋予公司对外投资股权、债券和竞争性项目的投资
决策权和收益权。

按照“统筹保护与开发”的原则，整合抚仙湖试验区资源，按照市场化的
运作模式，通过依法配置土地、资产等资源，提高资源的利用效率，增强公司
融资能力。通过对资源的开发和资产整合，充分发挥抚仙湖资源杠杆作用，建
立“在保护中开发和在开发中保护”良性循环和投融资机制，筹集保护治理资
金，加快抚仙湖保护治理。构建“政府主导、市场运作、企业实施、社会参与”
的投资机制，实现环境效益、经济效益和社会效益的共赢。

Yuxi Fuxian Lake Preservation and Exploitation Limited is devoted to the
financing and investment, operation and management of the preservation projects of
Fuxian Lake, as well as the management of national assets like Fuxian Lake. Besides,
it also takes responsibility for the development of water resources, fishery and tourist
spots of the Lake. The Limited is commissioned of the national exploitation of the
tourist demonstration zone around the Lake and the relevant marketing management
of the advertisement media and the environment of the area, as well as the
information service of the ecological environment. What’s more, the Limited has
been granted the decision-making and income rights of investment on stocks,
debentures and competitive projects.
In accordance with the principle “Preservation and Exploitation”, the Limited
has been integrating the resources in the demonstration zone of the Lake based on the
marketing pattern and in the way of reasonably applying the land and other assets, to
increase the utilization efficiency and financing ability of the Limited. Therefore, the
leverage effects of the resources in the Lake will be distinctive, a virtuous cycle and
financing and investment institution on the principle of “preservation and
development” will be established, preservation and management funds will be raised
and the process will be speeded. After the establishment of an institution of
“Government the leader, Market the operator, Enterprise the administrator, Society
the partner” , the environment benefit, economy benefit, and society benefit will all
be realized.
