与传统企业相比，科技企业对于自然资源的依赖度较低，而对资金投入量
的依赖程度较高，从技术萌芽到最终实现产业化，都必须投入大量资金，因此
选择最佳的融资途径是其发展的前提和关键。

本文试图以泉州民营科技企业为例，通过理论分析与案例分析、数据统计
与定性分析、宏观分析与微观分析相结合的方法，在国内外现有的研究理论的
基础上，首先对泉州民营科技企业的发展特点和融资现状进行研究分析，总结
其面临的融资难题和成因；然后借鉴发达国家科技企业成功的融资经验；最后
结合泉州独特的区位优势和经济特色，根据企业不同成长周期特点，从内部对
策和外部对策入手，探讨通过提高企业自身素质、增加企业留存收益、构建良
性发展的民间融资体系、发展产业集群融资平台、发展互联网信贷业务、深化
税收优惠力度、大力扶持中小企业板和新三板市场、推动金融机构改革，提升
政府服务力度等方面入手解决泉州民营科技企业的融资难题。

Science and technology grow rapidly in the 21st century, meanwhile, the
technological inventions and innovation are widely influencing the development
process of human society. To speed up the technological advance and develop the
technology industries become inevitable choice of changing economic growth pattern
and improving economic growth quality.
Compared with the traditional enterprises, technology enterprises rely less on
natural resources, while too much on net capital inflow. We should increase
investment from budding technology to accelerating industrialization. Thus, to choose
the best financing mode is the prerequisite and crux to its development.
This thesis attempts to solve the financing issue of private high-tech enterprises
in Quanzhou by adopting the combination of theoretical analysis and case studying,
statistical and qualitative analysis, micro-analysis and macro-analysis. In the first
place, the author puts a spotlight on the financing difficulty and makes a summary of
possible reasons through the analysis of characteristics and financing status of private
high-tech enterprises in Quanzhou. Then combining the unique regional advantages
with economic features, the enterprises` different growing phrases with the successful
financing experience of high-tech enterprises in developed countries, the author
comes up with a series of internal and external countermeasures, such as enhancing
the competence, increasing the retained earnings, fabricating healthy private
financing system, fostering financing platform for industrial cluster, developing
dynamics of government’s service, to solve the financing issue of private high-tech
enterprises in Quanzhou.
