烟草零售市场检查中 PDCA 循环模式优化研究
摘 要
县级烟草专卖局作为一级专卖行政执法主体,在烟草专卖管理工作中起着举足轻重
的作用。随着烟草欧亿·体育(中国)有限公司体制改革的不断深化,县级烟草公司取消法人资格以后,市场监
管就成为县级烟草专卖局的主要工作之一,因此国家局明确提出强化县级烟草专卖局职
能,专卖管理职能只能加强不能削弱。经过几年的改革,S 省对县级烟草专卖局内设专卖
管理机构进行了重新设计,设专卖监督管理科、法制科、稽查大队和稽查分队(专卖管
理所)。按照“职责明晰、职能衔接,管理与服务相结合”的基本要求,全面建立“日常
管理、市场稽查、案件处理、审核把关”既相对分开又紧密衔接的专卖管理工作格局

与此同时,国家局内部规范经营的要求和卷烟案件查获特点决定了卷烟零售市场成为烟
草专卖检查和管理服务的重点。近几年,虽然组织机构和相关的制度已建立起来,但是
内部流程没有形成体系、工作简单、形式化等因素制约着县级烟草专卖局职能的发挥,
因此有必要对烟草零售市场检查进行优化研究

论文对 PDCA 循环理论以及对烟草专卖零售市场检查涉及的内容进行了简要介绍,并
按照 PDCA 循环模式的要求,将烟草专卖零售市场检查工作中的问题和解决方法进行了
PDCA 分段设计,使得烟草专卖零售市场检查过程完全纳入 PDCA 循环。通过这种方式,使
市场检查方法得到优化并实现良好的控制。在此基础上,将理论成果在 M 区烟草专卖局
进行了应用,对使用前后的市场数据和使用效果进行了分析,结果表明,运用 PDCA 循环
模式后,提高了烟草零售市场检查的质量和效率

Abstract
Tobacco Monopoly Bureau as a county -level administrative monopoly law enforcement
body , plays a pivotal role in the management of the tobacco monopoly . With the deepening
reform of the tobacco industry , tobacco company to cancel the county legal personality after
market supervision has become one of the main county Tobacco Monopoly Bureau , the
National Bureau therefore clearly strengthen the functions of the county Tobacco Monopoly
Bureau , Monopoly management functions only be strengthened not weakened . After several
years of reform , S Provincial Tobacco Monopoly Bureau site for county monopoly regulatory
agencies has been redesigned , located Monopoly Regulatory Branch, Legal Division , Brigade
and audit inspection unit ( Monopoly management ) . Accordance with theclear
responsibilities , functions convergence, management and services combined , the basic
requirement to establish a comprehensivedaily management , market inspectors , case
processing , audit checksboth separately and closely co-ordinated relative monopoly
management pattern. At the same time , the internal operations of the National Bureau of
specification requirements and determine the characteristics of the cigarette case seized

optimization of the retail market regulatory approach produced. The sixth part is the conclusion,
through the review of the overall content of the paper presented conclusions that PDCA cycle
mode is to enhance the retail market to check the effectiveness of the county effective way to
enhance the functions of the Tobacco Monopoly Bureau; presented research papers deficiencies
and Prospect. PDCA Optimization to the retail market through tobacco inspections, reform of
