在此背景下，本文首先深入探索了国内外城乡一体化和工业园发展相关理论，对本
文的研究对象 L 工业园的发展现状、城乡一体化发展存在的问题进行了归纳和总结。以
国内外城乡一体化发展的经验为借鉴，对 L 工业园城乡一体化发展存在的问题进行
SWOT 分析，从五个方面针对性的提出了解决策略和有效实施的路径：（1）制定工农一
体的产业规划和城乡一体的总体规划；（2）园区的核心工业项目突出工农一体化特色；
（3）提高土地集约利用水平；（4）消除和控制污染，加强生态环境的保护；（5）引导
农村劳动力多渠道就业，保障农民生活

本文尝试通过对 L 工业园区在城乡一体化背景下的发展策略进行探讨，以期为工业
园区城乡一体化发展提供一些借鉴，使我们在城乡一体化发展的实践中探索出一条具有
鲜明时代特色和地域特色的新路径

Abstract
The integration of urban and rural areas is related to China’s long-term stability and full
realization of building a well-off society and a harmonious society， but also has been a
important problem in the work of party and government. The issue also have been important
issues faced by theoretical workers.
In this context，this paper further explores the integration theory at home and abroad on
the basis of urban and rural areas，evaluates the problems objectively in L Industrial Park and
put forward targeted strategies.With the development of urban and rural integration of
domestic and foreign experience for reference, carries on the SWOT analysis of L Industrial
Park Development in the integration of urban and rural problems, and further effective
implementation of the path on how to address these issues from the five aspects：(1) to
develop the integration of the industrial planning of workers and peasants and the general
layout of urban and rural integration; (2) park at the core of the industrial project highlight the
characteristics of integration of workers and peasants; (3) improve the level of intensive
utilization of land; (4) to eliminate and control the pollution and strengthen the protection of
the ecological environment; (5) the multi-channel employment of rural labor guided,
safeguard farmers' life.
This paper attempts to discuss the development under the background of urban-rural
integration in the L industrial park in order to provide some experiences for the industrial park
construction elsewhere and integrated development of urban and rural areas，so that we
explore a new route which has distinct characteristics of the times and geographical
characteristics in the practice of integrating development of urban and rural areas.
