近年来,随着国家知识产权战略的实施和强局建设的不断深入,我国专利申
请和授权量的持续增长,专利业务的高速增长和业务规模的持续扩大,推动着专
利信息化的高速发展。信息化系统的规模日趋复杂和庞大,可是目前信息中心运
维管理却存在问题,主要表现为:首先,管理分散、缺乏统一协调。n运维管
理工作不够规范、比较混乱,缺乏标准化,更没有形成流程化、规范化,发生故
障时,相关维护部门之间缺乏联动机制,协调因难,不能快速有效的解决问题;
其次,制度流程不完善。运维服务流程不适应现有情况、数据安全机制不健全、
运维信息不完整,知识积累不足;再次,运维质量和效率需提升。体现在主动运
维能力有待提高、系统故障定位困难

MAXIMO作为目前国际上使用最广泛的企业资产管理系统,能够被用来改进
和客户化各种与n设备管理相关的运维支撑工具,它符合IS020000的“以流程
为导向,以客户为中心”的服务管理体系,切实符合企业rr设备运维管理需求

采用MAXIMO系统作为企业n设备运维管理支撑工具能有效地解决信息中心当前
1丁设备运维管理中存在的问题

本文首先对信息中心运维管理现状从组织结构、规模和内容、制度流程现状
和运维工具进行介绍,然后说明目前信息中心运维管理中存在的问题,近而分析
存在问题的原因,进而重点阐述信息中心运维管理的完善对策及其实施。文章重
点部分首先介绍了运维管理平台的选择,然后重点阐述如何建立基于MAXIMO的
企业IT设备运维管理体系,主要包括运维管理模式设计、管理流程设计两部分

运维管理模式设计部分解述了运维组织、信息保障两个方面的设计,但要点是管
理流程设计,本文重点阐述了事件、问题、变更、配置、可用性、服务级别六大
管理流程的设计。在此基础上,对MAHM0运维管理系统的应用效果进行评价,
并通过报表开发进一步发挥MAXIMO平台作用。最后,提出了系统今后继续改进
与研究的方向

ABSTRACT
In recent years, with the implementation of the national intellectual
property strategy and strong construction bureau in-depth, sustained growth of
China's patent application and authorization, rapid growth in patent service
and business scale continues to expand, to promote the rapid development of
patent information. Information systems that are increasingly complex and
huge, but the information center operation and maintenance management at
present existed questions, mainly: Firstly, decentralized management, lack of
harmonization. IT operation and maintenance management is not
standardized, more confusion, lack of standardization, and no formation
processes, standardization. When a fault occurs, the lack of linkage
mechanism between the maintenance department, coordination difficult, not
solve the problem quickly and effectively; Secondly, the system process is not
perfect. Operation and maintenance service flow can't adapt to the current
situation, the data security mechanism is not perfect, and operation and
maintenance information is incomplete, inadequate knowledge accumulation;
thirdly, operation and maintenance quality and efficiency needs to be improved.
Reflected in active operation and maintenance needs to be improved, the
system fault location difficult.
As the most widely used enterprise asset management system, MAXIMO
can be used to improve and customized a variety of IT equipment
management-related operation and maintenance support tool, it is consistent
with the IS020000 “ process-oriented, customer-centric service management
system, and effectively meet the enterprise needs of IT equipment operation
and maintenance management. Using the MAXIMO system as IT equipment
maintenance and management of enterprise support tool can effectively solve
the existing problems in the management of IT equipment operation and
maintenance.
Firstly, the information center operation and maintenance management

operation and maintenance management, and analysis of the reasons, which
focuses on the improvement of the informaWon center operation and
maintenance management strategy and its implementation. Article highlights
first introduced operation management platform of choice, and then focuses on
how to build enterprise IT equipment maintenance management system based
on MAXIMO, including process design, management, operation and
maintenance management mode design in two parts. Design management
mode of operation of the two aspects of the current design of operation
organization, information security, but the point is the management process
design, this paper focuses on the design problem, change, configuration,
availability, service level six management process. On this basis, evaluate the
application effect of MAXIMO management system, and through further
development of MAXIMO platform play report. Finally, the system will continue
to improve and research direction.
