摘要
改革开放三十多年来，我国具有社会主义特色的市场经济体制不断发展和完
善。随着城市工业化程度深化和城市规模的扩大，原有的城市布局已不能适应社
会经济高速发展和人们对居住环境条件不断完善的要求，处于老城区的大型工业
企业在自身发展空间及城市整体规划调整的共同需求下，普遍存在搬迁更新的趋
势。为此，国内许多城市将企业搬迁到在近郊新建的工业区，以期达到企业与社
会双赢的结果。

企业的搬迁工作对企业来讲充满了机遇和挑战，因为不仅涉及一般建设项目
所包含的工程建设中设计、施工等相关内容，而且还关联到战略规划、市场营销、
物流管理等其他领域，因此合理的方案论证和选择对顺利完成项目和企业未来发
展都非常重要。

本文以扎努西天津公司东迁项目为例，从建设项目可行性分析及技术经济评
价等相关理论入手，结合国内冰箱压缩机欧亿·体育（中国）有限公司的发展历史和趋势、天津市工业发
展总体规划以及扎努西天津公司的实际情况等相关因素进行分析，阐明企业如何
利用东迁的机会为将来发展奠定良好的基础。接着对项目包含的建筑、工艺、环
保、职业卫生等具体技术方案和项目预期的经济效果及社会效果进行分析和评价，
说明东迁项目的合理性。最后通过对项目实施过程中的保障措施及项目完成后的
结果评价，总结出本项目取得的经验和对企业未来的展望。

ABSTRACT
After more than thirty years from starting innovation and opening, marketable
economy with social democracy characteristic is developing and consummating.
Follow city industrial depth and city scope extending, original city layout is not adapt
the request of social economy high speed development and more comfortable living
environment of people. Many bigger industry enterprises located in downtown have
relocation trend request by development space itself and city programming adjustment.
In some cities, enterprise move to new industry zone nearby downtown want to get
both-win with enterprise and social.
Relocation project should take chance and challenge to company, because of it
not only include design/construction items like general project, but also relate with
company strategy/market/logistic. So, logical plan argumentation and choice is
important to finish project and enterprise development in future.
This paper makes sample as ZANUSSI Tianjin company relocation project, start
at construction project feasibility study and technical-economic evaluation combine
with development history and trend of refrigerator chilling compressor trade/total
industry development programming of Tianjin city/enterprise actual condition to
clarity how to use this change to make good foundation for company development.
And analysis project reasonable with technical parts (process/building/environment
protect/career healthy) and anticipative economic & social effect. Finally，according
evaluation of guarantee actions in project progress and project result, get experience
and expectation of company .
