本文从天津外代的液散货进口通关操作流程出发,研究了如何改进船代企业
进行的进口通关操作流程的问题,从而达到压缩进口通关操作时长,减少货主等
待办理通关手续时间。
本文主要运用全面质量管理的理论方法和工具,辅以流程再造理论对液散货
进口通关流程采用PDCA四阶段循环模式分析,从制订计划(P),包括确定方针、
目标和活动计划;然后执行(D),主要是组织力量去执行计划,保证计划的实施,
同时在实施中进行结果比对,找出还需要改进的地方,不断改进;再检查(C)流程
改进后的结果是否达到了目标,最后总结处理(A),采取相应的巩固措施并编入工
作指导书,便于以后工作时遵循,将后续的问题列入下一次TOCA循环中,持续改
进。
本文收集了大量相关数据,将定性与定量的分析方法相结合,采用调查表法、
分层法、排列图法、关系图法、控制图法、PDPC系统分析法等质量管理工具对数
据进行分析,将天津外代的液散货进口操作流程分层分析,找出关键环节和确定
问题的主要原因。根据货主反馈并结合实际操作提出目标,将液散货进口通关操
作时长从3. 44小时压缩至1.5小时,并据此制定流程改进计划,引入新的信息系
统,在执行中继续应用PDCA循环法,随时检查流程改进中的执行结果,直到符合
要求。在检验期,对改进后的液散货进口通关时长进行统计,最终得出目标实现
的结论,而且超额完成目标,将液散货进口通关操作时长压缩至1.3小时。最后,
为使改进后的流程得以保障执行,又总结出巩固措施,提升公司的质量管理水平。

ABSTRACT
This paper from the liquid bulk import customs clearance operation process of
PENAVICO TIANJIN,the objective is to solve the problem that before the owner go to
customs finishing the clearance procedures, how to optimize the import customs
clearance procedures for shipping enterprises, to compress of import clearance
operation time, reduce the waiting time of customs clearance procedures.
This paper mainly uses the theory and method of total quality management, with the
theory of business process reengineering, analysis liquid bulk import customs clearance
process of using four phase PDCA circulation mode. From the plan (P),Include
determining the principles, objectives and action plans; then doing (D),mainly to
organize to carry out the plan strength, ensure the implementation of the plan, at the
same time results in the implementation, find out also need improvement,continuous
optimization. Then check (C) whether the process is optimized to achieve the goal,
finally summarizes treatment to act (A).Take the corresponding strengthening measures
to write into the work instruction, followed for future work, the follow-up questions
included in the PDCA cycle next time, continuous improvement.
It collects relevant data in this paper, combining the methods of quantitative analysis
and qualitative analysis; the data were analyzed by the questionnaire method,
hierarchical method, Pareto Diagram, diagram method, control chart, PDPC Systems
analysis, and quality management tools so on. It makes the liquid bulk import operation
PENAVICO TIANJIN to flow stratified analysis, find out the main reason why the key
link and identify the problem. According to the feedback and combined with the actual
operation of the liquid bulk import customs clearance, operation time from 3.44 hours to
1.5 hours of compression, and make process improvement plan, introducing the new
