随着经济和社会的发展,我国的保障房建设项目呈现出数量大、种类多样、问
题复杂的特点。传统的建设模式由于其滞后性和局限性,己经不能满足现阶段保障
房投资建设的需求,弊端越来越显著。因而政府幵始借鉴国内外先进的建设模式,探
索推行保障房代建管理模式,但是到目前为止,保障房代建管理仍然在发展探索
中,在全国还没有统一的规范,在实际推行过程中凸显了很多问题,如:委托方和代
建单位之间的职责不清、不合理;代建合同内容不明确、不全面;代建相关法律法
规不健全,市场管理制度不完善;委托单位、代建单位、施工单位、监理单位以
及各相关欧亿·体育(中国)有限公司主管部门对项目代建制的理解观念不一、思想认识程度不同;政府
部门、委托方和代建单位各自所追求的目的不同以及利益冲突等。保障房项目建
设是重要的民生工程,对云南建工集团代建管理策略进行研究,对于充实代建制
和项目管理的理论研究,优化保障房代建管理模式,进而促进保障房项目的快速
有效运行具有重要的理论和现实意义。
本文基于云南建工集团保障房代建管理存在许多问题的客观事实,本着理论
与实际相结合的研究方法,在实践中提出问题,在理论研究中解决实际问题。以
保障房作为研究对象,并以此为切入点,系统的研究了代建制有关的理论文献,
客观的分析了云南建工集团代建管理的优势以及存在的问题和原因,揭示了保障
房代建管理的运行机制和管理框架,并在此基础上设计了云南建工集团保障房代
建管理的绩效评价体系,最后提出了云南建工集团保障房代建管理具体的优化对
策。通过研究,笔者认为云南建工集团保障房代建管理有竞争机制、约束机制等
方面的相对优势,也存在着资产管理不完善、合同文本管理不规范、权利保障不
到位等问题。因此,必须要明确保障房代建管理的过程、激励和约束机制,完善
保障房代建的管理框架,建立一套行之有效的绩效评估体系,加强资产管理和权
利保障建设,同时也要规范合同文本,确保保障房代建管理的有效运行。

ABSTRACT
With the development of economy and society, our country's present a large
number of housing construction project, species diversity, complex problems. The
traditional construction mode because of the lag and limitations, already can not satisfy
the present stage of the construction of affordable housing investment demand, more
and more significant. So the government began to draw lessons from domestic and
foreign advanced construction mode, explore the implementation of affordable housing
construction management mode, but so far, the affordable housing construction
management is still in the development of exploration, in the country has not unified
specification, encountered many problems in the actual implementation process, such as:
corporate responsibility between company and construction unit is not clear,not
reasonable, the contract content is not clear, not comprehensive; Construction market
management system is not perfect, imperfect laws and regulations; Corporate
companies, construction units, construction units, supervision units as well as the
relevant industry competent department for project agent at different levels have
different understanding of the concepts, ideological understanding; Government
departments, the legal person, the company and its pursuit of the construction unit and
the different aims of conflicts of interest, etc. Affordable housing project construction is
