摘要
产品研发能力是企业核心竞争力的关键指标,关系到企业的成败。新产品研
发是一项机会与风险并存的复杂活动,需要创建一个跨部门、多功能的项目小
组,建立规范的产品开发流程,并运用项目管理技术予以执行,确保有效地利用
时间、技术和人力,高效率地完成项目任务。武器装备研制项目因技术难度高、
周期长、经费投入大,各国都尽可能采用了最新的项目管理技术。作为研制周期
长的航空发动机研制项目也不例外
本文针对目前FE燃气轮机研制项目在项目组织结构和项目团队建设、项目
开发流程、项目目标和范围、项目进度管理、项目经费管理、项目沟通管理等方
面存在的问题进行了一一剖析,并结合研究所现状,依据武器装备研制程序改进
了 FE燃气轮机研制项目管理流程,通过采用工作分解结构(WBS)加强了项目
目标和范围管理,引入了计划评审技术(PERT )、关键路线法(CPM)、Project
软件等完善了项目研制网络计划,加强了进度管理,在网络计划中增加了经费管
理内容,加强了项目研制经费预算和开支预算管理,建立项目信息交流和沟通平
台,加强信息化和知识管理,形成了较完善的燃气轮机研制管理模式
通过这种改善后的模式,FK燃气轮机研制目标和范围明确、进度和经费控
制较合理、研制时间比FE燃气轮机研制缩短了约3年,同时基本解决了项目人
才资源管理问题,证明了强矩阵项目管理模式比较适合研究所的现状,能提高研
究所管理水平和工作效率。可以指导后续类似项目的研制

Abstract
The capability of the R & D of product is the key indicators of the core
competitiveness of enterprises and it related to the success. The development of new
product is a complex activity with opportunities and risks and it needs to create an
inter-departmental, multi-functional project teams, to establish a standardized product
development process, to apply in project management techniques. All of these are to
ensure the efficiency of the use of time, technology and manpower, then the efficient
completion of project tasks can be done. Due to technical difficulties, the long
production cycle, the huge input of funds, for the weapon system development, all
countries have maximized the use of the latest project management techniques. The
project of Aero-engine development is absolutely without exception.
The article detailed analyzes the problems for the development project of The FE
gas turbine in the scope of project organization structure, project team building,
project development processes, project objectives and scope, project schedule
management, project funds management and project communication management,etc.
According to the weapons and equipment program and the situation of the institute, It
also has improved the management process of the FE gas turbine research project. By
using the WBS,PERT, CPM and other Project softwares, it has comprehensively
enhanced the management. It has increased the content of the management of funds,
strengthened project development budget and expenditure management and has
established the platform of the project information exchanging. It also has enhanced
the information and knowledge management and formed a gas turbine development
of a management model.
By the improved mode, the research objectives and scope of the FK turbine
cleared, the progress and funding became more reasonable, the time of development
shortened by about three years than the FE gas turbine, fixed the problem of human
resources management of project, proved that the strong matrix project management
model fits the status of the Institute and can improve the level and efficiency of
management of the Institute then guide the development of following similar projects.
