摘要
2014年3月,政府工作报告提出开工一批水电项目的施政方针,明确在今
后一个阶段,我国将大力支持和鼓励水电欧亿·体育(中国)有限公司发展,这既是水电企业的发展机遇,
也带来了冲击和挑战。随着我国电力体制改革的不断深化,众多小型水力发电企
业将面临着更残酷的市场环境,若要求得生存与发展,就必须加倍重视公司的人
力资源管理。而良好的绩效管理体系是做好公司人力资源管理的必要条件,对实
现企业的战略目标具有极为重要的意义
本文对国内外绩效管理理论进行综述,对一些同类企业绩效管理经验加以借
鉴,阐述了关键绩效指标(KPI),平衡计分卡(BSC)理论等当今较为流行的绩
效管理方法。本文以DM发电公司作为研究对象,系统地介绍该公司的绩效管
理现状,剖析该公司绩效管理存在的问题;重点运用关键绩效指标体系(KPI)和
平衡计分卡法(BSC)等多项绩效考核的技术和方法,提出DM发电公司绩效管理
体系优化设计方案,使激励资源发挥最大的效用,最大限度地调动员工的积极性,
充分挖掘企业内部的潜力,并提出确保新的绩效管理体系有效实施的保障措施
本文对DM发电公司绩效管理体系的探索,对优化小型水力发电企业绩效
管理体系具有一定的理论意义与实践指导作用

Abstract
In the report on the work of government in March 2014,the Chinese government
had publicly announced that it would continuously support and encourage the
development of hydropower industry. This governmental support, however, will bring
both opportunities and risks to the hydropower enterprises at the same time. As the
reform of the Chinese power system deepens, many minor hydraulic generating
enterprises need to pay attention to human resource management in order to survive in the
more and more fiercely competitive market. As an essential prerequisite of a successful
human resource management, the good system of performance management is vital to
achieve the strategic objectives of the enterprises.
In the beginning part of this paper, the domestic and foreign performance
management theories will be summarized and the experience of the performance
management of some familiar enterprise will be used for reference. Then the popular
methods like the Key Performance Indicators (KPI) and the Balanced Score Card(BSC)
will be expounded. Through careful research of the DM power company, the author
systematically analyzes its status and problems of performance management. By using a
verity of methods like KPI and BSC,the author presents a design proposal to update the
DM company's performance management system to fully tap the potential of the internal
personnel. In the end, the author presents the measures to guarantee the effective
implement of the new performance management system.
The research of the system of the performance management of the DM company
will be beneficial to the enhancement of the system of the performance management of
many minor hydraulic generating enterprises theoretically and practically.
