随着我国经济的高速发展,事业单位逐渐暴露出机构臃肿、效率低下、人浮

于事等问题和不足。鉴于此,国家从上世纪90年代初开始对事业单位进行改革,

现在已经进入关键阶段。面对改革的不断推进,事业单位如能参照企业进行企业

文化建设,以先进文化为生存发展的支点,用全新的管理理念、高效的管理机制,

培育高素质的职工队伍,无疑对提升事业单位竞争力,实现事业单位又好又快发

展意义重大。

本文指出了事业单位在企业文化建设中存在的问题和不足。通过对青岛市高

速公路管理处企业文化建设的实例分析,包括文化问卷调研、总结提炼等环节,

给出了事业单位开展企业文化建设的基本思路和流程。通过参与青岛市高速公路

管理处的企业文化建设项目,笔者认为,事业单位幵展企业文化建设是非常必要

也是非常可行的。开展好企业文化建设,使企业文化渗透到日常工作的各个环节,

无疑对提升事业单位的核心竞争力,促进事业单位长远发展大有裨益。

本文一方面可以归结为理论分析与实例研究相结合,通过对青岛市高速公路

管理处企业文化建设的成功案例分析,来论证笔者的研究结论;另一方面在调查

问卷设计上,较为全面和系统的对问卷进行设计,取得了预期的效果,对今6其

他事业单位开展文化建设提供了参考。

ABSTRACT

with the rapid development of China's economy, the institutions are gradually

exposed some problems such as overstaffing, inefficient,more personnel than work

available. The government began to reform the institution from 1990s. Currently, the

reform have entered a critical phase. With the continuous development of the reform,it

is very important that the institutions to carry on the corporate cultural construction,

with the new management concept and highly efficient management mechanism, to

cultivate high quality staff,and to enhance the competitiveness of institutions,

achieving sound and rapid development.

This paper points out the problems and weaknesses of institutions in the corporate

cultural construction. Through the analysis of examples of corporate cultural

construction of Qing Dao Expressway Administrative Management, including culture

questionnaire survey, summarize,the basic ideas and process in corporate cultural

construction of the institutions are given. Through the project of corporate cultural

construction in Qingdao Expressway, The author thinks that, The institutions to carry

out the construction of corporate culture is very necessary and very feasible. Corporate

cultural construction will be of great benefit to enhance institutions' core

competitiveness and to achieve sound and rapid development.

In this paper,on the one hand can be attributed to the combination of theoretical

analysis and case study, through the analysis of the success of the corporate cultural

construction in Qingdao Expressway to prove the author's results, on the other hand,

the author designed a questionnaire and the expected results were achieved,as a

reference for other institutions to carry out cultural construction.
