摘 要
随着我国知识经济的发展和政治、经济体制改革的不断深入，各级宣传思想
文化工作呈现出新的发展趋势。县委宣传部的工作面临新的挑战，如何适应时代
的飞速发展，优化人才选拔、培训和考核标准，建立一支适应性强，能力素质突
出的中层干部队伍，成为一个急需解决的重要问题。本研究从人力资源管理与开
发的角度出发，结合麦克利兰的能力素质理论，探讨郫县县委宣传部中层干部能
力素质模型的构建及该模型在县委宣传部中层干部选拔、培训和考核中的应用。

本文在分析选题背景、意义的基础上，提出了本文的研究思路、方法和可能
的创新点；重点梳理了国内外相关的能力素质理论研究，发现了针对县委宣传部
中层干部的能力素质模型研究还处于空白，论证了本论文进行此项研究的目的和
意义所在。本文对目前我国基层党政机关干部能力素质现状进行分析，并对县委
宣传部中层干部的能力素质现状进行了研究，通过对郫县周边区县委宣传部中层
干部开展的问卷，调查了县委宣传部中层干部需要掌握的能力素质，并从知识、
能力、个性特征三个方面进行了分析；对县委宣传部中层干部的能力素质进行剖
析，总结出县委宣传部中层干部的能力素质特点，建立了郫县县委宣传部中层干
部的能力素质模型结构图。最后探讨了郫县县委宣传部中层干部能力素质模型在
干部选拔、培训、绩效考核等方面的应用。

ABSTRACT
With the development of knowledge-based economy and the further
development of political and economicsystem reform, Propaganda thought cultural
work of different ranks takes on new tendency. Faced with brand-new
challenge ,County party committee propaganda department badly needs to solve a
series of problems, for exemple,how to adapt to rapidly-developing society,how to
form a standard rule to elect,train and check high-qualified talents,and how to make up
a Middle-level cadres with good adaptability and out-standing capacity and quality.
From the angle of Human Resource Management and Development ,combined with
Michle’s Ability Quality Theory, this research focuses on the construct of
capacity-and-quality-training model about Middle-level cadres of PiXian County
party committee propaganda department .
After analysing the backgrounds and meanings of these items,this article puts
forward some research designs,methods as well as some posible creative aspects. In
particular, it cleared up a number of related national and international theroies about
capacity and quality ,dicovering the blank space of the construct of
capacity-and-quality-training model about middle-level cadres of County party
committee propaganda department,demonstrating the purpose and meaning of the
research. The article analysed the present condition of China’s Grass-roots party and
government organs cadre ability quality and researched the present condition of
County party committee propaganda department middle-level cadre's ability quality.
The questionnaire survey,carried out among County party committee propaganda
department middle-level cadres in and around Pixian,discovered the abilities that
County party committee propaganda department middle-level cadres badly needed ,and
then analysed this matter on three aspects,such as,knowlegde, ability,and
personality;based on these analyses , the article summarised a series of characters and
set up the structure model on it.Finally, the article draws attention to the application of
election,training, Performance evaluation etc. on this model.
