摘要
近年来,随着经济不断的高速发展,中国烟草制订跻身“两个10多个”的战
略目标,不断加大品牌整合力度,为重点骨干品牌的快速健康发展创造条件。技术
进步的重要性得到突显,越来越多的烟草企业认识到实施技术改造的必要性、紧迫
性,但是技术改造的成功与否直接和项目的规划设计密不可分
本文以JS公司新建“南京”品牌生产线技改项目规划为研宄对象,运用现代
项目设计管理的相关方法和工具对该项目的规划进行科学系统的研宄和设计,结合
规划要点,选择切实可行的设计实施方案;通过“有无”对比分析法、比较分析法,
经济分析与评价以及社会影响分析与评价论证该项目规划的可行性、必要性,从而
降低该技术改造项目在实施后可能给企业带来的风险,也为具体实施方案的设计提
供支撑,确保实施方案的更加细致和完善

Abstract
In recent years, with the fast economy growth in China,China Tobacco industry has
made a strategic goal to become “more than 10 companies and more than 10 brands It
will continue to accelerate the brand integration so as to offer a healthy environment for
dramatic and healthy growth of key players. With the increasing importance of the
technology development, more and more China Tobacco companies realizing the
necessary and urgency of technology development and transformation. However, the
success of such technology transformation deployment is directly tied with the quality of
the planning and design.
This paper will study how Jiangsu tobacco industrial Co. Ltd has made planning on
the technical transformation of dedicated production line for “Nanjing” brand and used
the advanced project design management methodology to systematically plan the project.
Through “with and without” analysis, comparable study, economic analysis, and social
impact analysis, Jiangsu tobacco industrial Co. Ltd has studied the project plans,
feasibility and necessity so as to reduce the potential risk from the implementation of
such project, provide the support for the detailed project plan, and ensured the
completeness and details of the implementation plan.
