摘 要
白城市生态新区建设融资模式选择
白城市地处吉林省西部，西邻内蒙古，北接黑龙江，总体面积 2.6 万平方公
里，市区面积 230 平方公里。三省交界，辖区广阔，拥有得天独厚的地理位置
优势与不可限量的地域发展空间。在我国这轮新的经济发展浪潮之中，把握机
遇，抓准时机，通过多轮科学论证及实地考察，最终提出白城市生态新区建设
计划，力争通过此举，加强固定资产投资，切实推动城市经济发展；拓展城市
空间，缓解人口压力；树立城市形象，帮助招商引资；打造生态园区，引领绿
色经济；集中政府办公，提高工作效率等。然而，白城市生态新区建设过程中
资金问题成为重要阻碍，如何合理运用现有资源，积极发挥自身优势，获取足
够资金确保新区建设顺利实施，成为亟待解决的难题
纵观国内外政府，可以发现众多成功融资案例，为白城市生态新区建设融
资提供了宝贵的经验借鉴。美国地方政府以发行市政债券为主，配合税收及上
级财政拨款，并恰当利用项目融资，共同为城市基础设施建设服务；同美国地
方政府相比，日本地方政府则增加了对银行贷款的高效利用；英国政府极力主
张民间资本参与，政府主要起监督管控作用。而我国部分地方政府在城市基础
设施建设或新区建设融资过程中也因地制宜、与时俱进，一改以往由政府大包
大揽或者严重依赖土地财政等形式，发展出了适合自身特点并能够适应我国国
情的融资模式，主要包括财政拨款、政府税收、土地出让、构建融资平台、项
目融资等。各地方政府融合众多手段于一体，根据具体情况适当调节侧重点，
共同破解融资难题。本文立足白城市生态新区建设实际，寻找适当融资模式，
针对国内外地方政府融资模式进行详细分析比较，最终结合我国现行法律法规，
并参考白城市自身环境特点，对白城市生态新区建设融资模式提出相关建议，
具体包括政府支持、构建融资平台、土地出让收入、资产置换盘活、项目融资II
等。相信这些融资手段的综合运用能够很好地解决白城市生态新区建设的融资
难题，也为国内其它区域的开发提供一种行之有效的综合融资模式

Abstract
The Choice of Bai Cheng City Financing Model for
Construction of the Ecological District
Baicheng City is located in the western of Jilin Province, the west is connected
to Inner Mongolia, the north is connected to Heilongjiang, the total area is 26000
square kilometers, and the urban area is 230 square kilometers. It’s the junction of
three provinces, and it’s vast, so it has the unique geographical location advantage
and unlimited space for developing. Baicheng City grasps the right time and
opportunity in this new economic development tide in China, puts forward Baicheng
City ecological district construction plan finally after many scientific proofs and field
survey, hopes to enhance the fixed assets investment, promote urban economic
development effectively; expand the space of the city, ease the population pressure;
establish the city image, help increase capital attraction; create ecological park, lead
the green economy; centralize government office, improve work efficiency and so on
by this action. However, funds has become the important obstacle facing the
construction of urban ecological district, how to make rational use of the existing
resources, make the most of the advantage to obtain sufficient funds to ensure the
construction of the new district smooth should be solved at first.
Given the domestic and international governments, we can find a wide range of
successful financing cases, they provide valuable experience for the construction of
Baicheng City ecological district. The local governments of the United States issue
municipal bonds mainly, with tax and financial appropriation, and use project
financing appropriately together to service for the construction of urban infrastructure;
Comparing with it Japanese local governments increase the use of bank loans; British
local governments advocate that private capital should participate strongly, the
government only play the role of supervision and control. Some local governments in
China advance with the times and take actions that suit local circumstances in urban
infrastructure or new district construction, avoid taking everything by the governmentIV
or relying heavily on land finance as before, develop new financing modes that suit to
its own characteristics and meet the conditions of our country, including financial
allocation, government tax, land transfer, building financing platform, project
financing, and so on, adjust the focus appropriately depending on the circumstances
to service for the financing. This paper is mainly based on finding appropriate
financing modes for construction of the Baicheng City ecological district, gives a
detailed analysis and comparison directed towards domestic and foreign local
governments financing modes, lastly puts forward the related proposals of the
financing modes for construction of Baicheng City ecological district combining the
special regulations in our country and the special environment characteristics in
Baicheng City, including government support, building financing platform, land
transfer income, assets replacement and revitalizing, project financing and so on. The
integrated use of these financing means can help solve the financing problem well for
constructing Baicheng City ecological district, and at the same time provide an
effective integrated financing mode for other regions’ development in our country.

责任却未减反增，需独自承担自身运转所需资金以及本地区经济、事业发展所
需资金；其次，近年来我国相继实施多项结构性减、免税政策，如农业税、印
花税等，进一步限制了地方政府财政收入；再次，我国重拳出击房地产市场，
竭力遏制地价大幅波动，这对于地方政府的“土地财政”起到了强力的抑制作用；
最后，我国《预算法》规定，地方政府不得发行地方政府债券，这为资金筹措
设置了巨大屏障。虽然中央政府会根据需要给予适当补助，但整体看来，地方
政府财政相对吃紧，很难有足够资金实施城市的再投资和再建设。在这样的整
体环境下，融资首当其冲成为需要重点考虑和解决的问题。事实上，地方政府
融资在国内外都已不是崭新的话题，尤其是国外诸多发达国家，都拥有着较为
成熟的地方政府融资模式，如美国的市政债券融资模式，日本的政府公债模式，
法国的特许经营权模式等，在城市发展建设中均起到重要作用。相对来说，国
内地方政府融资模式尚不成型，大体上包括财政拨款、银行贷款、项目融资，
建立地方政府融资平台等方式。本文旨在通过对国内外地方政府融资模式研究
分析，找寻出适合白城市生态新区建设的融资模式。为白城市生态新区建设提
供合理恰当的融资建议，同时为我国地方政府融资模式研究提供参考比对
自党的十六大以来我国城市化进程快速推进，借其东风，我国城市建设也
迅速兴起。在经济发展现阶段，我国面临经济结构转型与稳定经济增长的双重
目标。现有城市建设已对经济发展构成制约，为了加强城市化进度，促进经济
结构合理化调整，以及保证经济穏速前行，当前都是加快、加速城市建设的良
好时机。而城市新区的建设，可以带动城市发展，完善城市功能，拓展城市空
间，优化城市环境，创新城市经济模式，提高城市运行效率等。故此，白城市
生态新区建设计划应运而生

但所面临的融资问题十分严峻，亟待解决。我国地方政府融资是近年来的热议
话题。本文立足白城市生态新区建设实际，寻找适当融资模式，针对国内外地

1.1 选题背景和意义
近年来，我国经济快速发展，2003 至 2011 年间，我国 GDP（国内生产总值）
年均实际增长达 10.7%，截至 2011 年末 GDP 总量达 471564 亿元，超过日本、
德国等发达国家，跃居世界第二，仅次于美国。面对经济高速增长，我国当前
城市建设相对滞后，尤其是在由粗放型经济向集约型经济转变的今天，加强城
市基础设施建设意义重大。既能助推经济稳定增长，又能为可持续发展经济奠
定基础。源于 2007 年的金融海啸令全球金融措手不及，而我国正处于经济发展
的关键时期，为应对此轮金融危机，我国中央政府于 2009 年出台了 4 万亿投资
计划，旨在改善民生，加强建设，抵抗危机，保护增长。这一举措无疑发挥了
重要作用，既为我国经济保驾护航，同时为世界经济稳定做出贡献。现阶段，
