摘要
农电工作为供电公司员工队伍中一批特殊而重耍的人员,既代表若供电企业
的社会形象,又承担若农村低压线损、电费回收等重要指标,但是由于历史遗留
的原因和农电用工不规范管理,致使农电用工问题已经成为供电企业重点风险源
伴随着国家电网公司“三集五大”体系建设的深入,县级供电企业的管理工作逐
步向标准化、规范化方向发展。抓好农电用工管理,是供电企业管理中重要环节
D供电公司作为一个县级供电企业,是一个政策的执行层,对一些政策的制定
缺少发言权,农电用工历史遗留问题需待网省级公司解决。针对D供电公司的农
电用工现状和问题,本文结合现代人力资源管理方面的理念,理论发掘了该公司
用工全过程风险点,通过内部农电工群体满意度问卷调研,发现该公司用工风险
实质点,并运用常用的人力资源管理方法,提出了相应风险点及问题的防范和整
改措施
通过研究发现,企业完善的规章制度,是公司农电工管理工作走向规范化的
航标。风险管理是现代企业必须加强的地方。D供电公司需要根据R常农电用工发
现的风险和问题建筑适合自身的用工管理文化、管理制度、管理模式,使人力资
源管理为企业发展服务。供电企业农村电网维护和优质服务丁作对农电工个人素
质提出了更高的要求,人力资源管理者在农电用工管理中承担了越来越多的新角
色。制定有效的用工评价体系,规避和防范农电工用工风险,是电力企业的人力
资源管理走向规范、科学化的标志

Abstract
Agricultural electrician, as the power company stafT in a number of special
personnel, represents the social image of the power supply enterprise, undertakes rural
low-voltage line loss, is an important indicator of the tariff recovery, but because of the
agricultural and historical legacy reasons,which does not regulate the management,
This results in the employment problems of the rural power and has become the focus of
power supply enterprise risk source,Along with the deepening of the reform of the State
Grid Corporation of county-level power supply enterprise,management working
gradually to standardize the direction of development. To do a good job of rural power
labor management is an important part of the management of power supply enterprise.
D Power Supply Company as a county-level power supply enterprise, is the
implementation of a policy layer, stating missing policy formulation, historical labor
issues of the rural power needed to be resolved from the upper provincial company . As
for D supply company's employment status and problems of rural power, combined
with the concept of modern human resource management theory, it will explore the risk
point of the whole process of the employment of the company, through the internal
agricultural electrician groups Satisfaction Questionnaire research and found the
company's labor risks in real terms point, and the use of human resources management,
make corrective ways to correspond risk points and issues.
According to the research, the rules and regulations of the enterprise arc the
company's navigation to work towards standardization. Risk management is the modern
enterprise must be strengthened. Based on the risks and problems of everyday rural
power labor, D Power Supply Company is building to suite employment management
culture, management system, management model, in order to better serve the human
resource manager for business development. Maintenance and servicc work of the rural
power grid of the power supply enterprises put forward higher requirements on the
personal qualities of agricultural electrician, human resource managers in labor
management in the rural power assumed to be more and more new roles. Developing
effective employment evaluation system, avoiding and preventing the risk of
agricultural electrician labor is the symbol to make power enterprise human resources
management working towards to standardization and scientific.
