摘 要
随着我国环保产业的兴起、发展，治理污染的环保工程项目在全国各地得到
了大量的实施。出于对工程项目管理的需要，国内环保项目的实施也接受了国际
上通行的项目管理理念，逐步实行了项目的质量管理、进度管理、成本管理等，
并取得了明显的效果。但随着环保项目的复杂性、综合性、规模的增加，项目实
施方式的多样化，项目的风险越来越大，环保公司就必须进行项目的风险管理，
以降低项目风险，抓住发展机会。

本文首先介绍了欧亿·体育（中国）有限公司、公司、项目的背景，风险的含义和国际国内风险管理
的情况，然后结合公司 HP 项目的情况，进行了项目的风险管理研究。根据风险
管理规划的要求，进行 HP 项目的风险管理规划。采用风险识别的方法和工具，
分析出 HP 项目中的风险因素，并建立风险因素清单。然后，采用风险损失法，
对风险因素进行估计，并采用层次分析法建立模型，对 HP 项目的各类风险及风
险因素进行了详细的、量化的分析和评价，得到了项目风险因素的重要性顺序表。

针对已识别出的项目风险因素，提出了详细的风险应对措施和策略。最后，文章
还提出了风险监控的方法和内容。

本文旨通过对 HP 项目全过程的风险管理研究，为更好的完成 HP 项目提供
决策和实施的依据，为公司工程项目的风险管理提供一个样本，同时也为其他公
司的环保项目的风险管理提供参考。

ABSTRACT
Along with environmental protection industry of our country arisen and
development, environmental protection projects for controlling pollution has a lot of
implementation in the country. Due to the requirements of project management, the
domestic environmental portecion project has also accepted the internationally idea of
project management. So the project implemented the quality management, schedule
management, cost management and obtained apparent effect. But for the environment
project become more complexity, more comprehensive, more bigger, The method of
project implemention is diversification, Project risk is getting bigger and bigger.
Environmental protection company must undertake a project risk management to
reduce project risk, seize the development opportunities.
This article first introduce the industry, company, the project background, the
meaning of risk and risk management in the international and domestic situation.
Then it combine with Haiphong projects, do risk management research. According to
theory of risk planning, we plan the risks of Haiphong project, using the risk
identification methods and tools, analysis the risk factors of Haiphong project, and
establish a list of risk factors. Then, we do risk estimation for risk factors, use the
Analytic hierarchy process to establish model for Haiphong project. The various risks
and risk factors were detailed, quantitative analysised and evaluated. So we got the
importance sequence table about the project risk factors. In response to the identified
risk factors, the article also put forward the detailed risk response measures and
strategies. Finally, the article also proposes the method and content of risk monitoring
and risk controlling.
The purporse of the ariticle is through the risk management research of
Haiphong project to afford better decision-making and implementation basis to
complete the Haiphong project, to provide a sample of risk management of
engineering projects for our company , to provide reference for other company also.

1.1 选题背景及意义
我国的环保产业于 1973 年开始起步。十一届三中全会以来，随着国民经济
的快速发展，环境污染日益严重，与此对应，环境保护的力度逐渐加大，投入环
境保护的资金逐年增加。据国家环保局报告：“七五” 期间全国环保投资 476.42
亿元； “八五” 期间达到 1 306.57 亿元；“九五”期间达到 3 516.4 亿元；“十
五”期间全国环保投资 8395.1 亿元；“十一五”期间达到 21620.0 亿元；“十二五”
环保规划投资更是达到 3.4 万亿[1]
。环保资金的大量投入使得一大批水污染治理
项目、大气污染治理项目及固废治理项目得以建设，在治理污染、改善生态环境
的同时也推动了环保产业的发展。经过三十多年的发展，环保产业已初具规模，
成为了一个“朝阳产业”。这也使得越来越多的资金投入环保欧亿·体育（中国）有限公司，一大批环保
公司得到成立和发展[2]。

由于环保产业在我国的兴起，大量的污染治理项目的实施和建设对项目管理
的需要，环保欧亿·体育（中国）有限公司接受了国际上项目管理的理念，在环保各个领域中逐步实行了
项目管理。在工程中，项目的质量、进度、成本直接关系到项目实施的效果，因
此，项目的质量管理、进度管理、成本管理等与项目实施明显关联的管理理论在
工程中得到了广泛的采用，也取得了明显的效果。然而，由于环保欧亿·体育（中国）有限公司在我国起
步总的来说较晚，在接受项目管理的理论和实践方面也就较晚。在烟气脱硫领域，
在较早实施项目管理的电力系统要求下，2000 年以后，烟气治理项目也逐渐进
行了项目管理[3]
。由于电力系统这样较早实施工程总承包的欧亿·体育（中国）有限公司，其风险管理的
研究在 2005 年～2010 年才较多
[4]～[5]，因此，2010 年前，环保项目管理也就多
侧重于质量管理、进度管理、费用管理这些方面，很少进行风险管理。但随着环
保产业的发展，项目建造的形式越来越多，从单纯的承发包形式，发展到 EPC
（Engineering-Procurement-Construction，即设计-采购-建设）总承包、BOT
（Build-Operate-Transfer，即建设-运营-转让）模式等形式。项目越来越复杂，
项目周期也越来越长，从单纯的施工安装，到总承包，到项目的建造运营。工程
项目越来越大，电厂进行废气治理的机组规模从 100MW 到 300MW、到 600MW、
到 1000MW；城市规模越来越大，城市污水处理厂的规模也从 10 万吨每天到 20
