中国电信从传统的固网运营商转变成为全业务通信运营商，并获得 3G 经营牌照。除
了原来经营的固网话音通信、互联网、电路出租等传统业务外，中国电信还经营移
动语音通信、移动互联网、短信、彩铃等新业务，而且将涉足更长的产业链经营。

本文以转型中的 A 省电信公司运营支撑系统为研究样本，探讨在全业务运营背景下
中国电信新一代运营支撑系统的功能与架构设计，提出了全业务运营支撑系统的建
设构想与具体思路。

本文首先介绍中国通信欧亿·体育（中国）有限公司全业务运营的形势，通过阐述全业务运营的含义，
分析中国电信在全业务运营时代的机遇和挑战，提出中国电信在全业务竞争中的竞
争策略与措施，引出本文的研究课题和研究意义。论文接着简要介绍了 A 电信公司
运营支撑系统现状，分析中国电信转型为全业务运营，对运营支撑系统提出的新的
要求。为适应这些新的要求，论文提出了新一代面向全业务运营的支撑系统的应用
架构，并从 BSS、OSS、MSS 和 EDA 四大领域加以详细论述，同时也提出了全业务
运营支撑系统的整体数据架构。本文最后以 A 电信公司全业务运营支撑系统建设为
案例，结合上述全业务运营支撑系统应用架构设计和数据架构设计构想，通过三个
阶段的系统建设实现对全业务运营的有效支撑和驱动。

Abstract
The competition pattern of China’s telecom sector has experienced significant
changes as the third shake-up concerning such sector was finished. Transformed from
original fixed network carrier to current full service communications carrier as well as
won the 3G operating license, China Telecom extended its operation scope from
traditional business, i.e. fixed network voice communication, internet and circuit leasing
etc. to a new one including mobile voice communication, mobile internet, SMS and
multimedia ringtone etc. and even further to industrial chain operation. Focusing upon the
telecom operation supporting system of ATelecom Corporation in the process of transition
as a research specimen, this article discusses the functionality and architecture design of
China Telecom’s new operation supporting system in the context of full service operation
and brings forth related construction thoughts and specific way of thinking in connection
with the full service operation supporting system.
Demonstrating the overall situation of China’s telecom sector in the first place and
meanwhile, describing the meaning of full service operation, this article analyzes the
opportunities and challenges China Telecom faces in the full service operation age,
stipulates relevant strategies and actions for China Telecom to implement in real
competition and then introduces the research topic and significance behind such research.
Later on, this article explains the current conditions involving A Telecom Corporation’s
telecom operation supporting system and looks into a bunch of new requirements towards
full service operation supporting system as A Telecom Corporation transformed. In a bid
to cater for those new requirements, this article suggests a brand-new application
architecture applicable to the full service operation supporting system and describes in
detail from the perspective of 4 major fields, i.e. BSS, OSS, MSS and EDA and at the
same time, puts forward an all-round data architecture for such system. Taking the
construction of A Telecom Corporation’s full service operation supporting system as an
example, this article finally brings into effective support and driving to the full service
operation through fulfilling 3 stages of system construction as well as considering design
ideas about the application and data architecture involving the full service operation
supporting system.III
