摘要
循环经济依靠科学技术、政策手段和市场机制调控生产和消费活
动过程中的资源能源流动方式和效率,将“资源一产品一废弃物”这
一传统的线性物质流动方式改造为“资源一产品一再生资源”的循环
发展模式,以最少资源能源消耗,取得最大的经济产出和最低的污染
排放,实现经济、环境和社会效益的统一,建成可持续的生产和消费
社会。

本文主要专注于企业内部的循环经济发展模式研究,而湖南粮油
集团作为湖南省最大的国家级农业产业化龙头企业,在生猪养殖、柑
橘、蠤头种植的规模化、产业化处于国内领先水平,但在养殖产业化
快速发展的过程中,由于没有实施循环农业种养结合的方案,造成目
前生猪大规模养殖的废弃物处理成本高、企业难以承受的现实问题。

而同时,随着国内有机农业的发展,如何获取质量稳定、高肥效,迅
速改良土壤的有机肥产品已经成为我国经济作物有机种植的关键问
题。湖南粮油集团通过猪粪制备有机肥_经济范围内运输至有机果蔬
基地-有机果蔬产出这一循环模式可以为如何在省域范围内解决国内
现有规模养殖基地与规模种植基地的结合以及农业循环经济发展提
供较好的示范模式。

在论证湖南粮油集团的农业循环经济发展模式可行性的同时,可
将该模式推广至全省现有农业生产的企业中运用,形成省内的农业循
环经济产业化发展集群。本文研究结果有以下推广建议:湖南省内
100公里以内的养殖基地和种植基地开展种养结合合作,保证有机质
的充分利用;养殖基地以国家环保政策支持的工艺方式制备有机肥,
充分享受国家相关环保治理补贴政策;果蔬基地在当地农业监管机构
指导下有效使用有机肥,监管单位尽快幵展有机肥施用的政策补贴,
以鼓励有机肥的施用,提高土壤地力。

ABSTRACT
Cycling economy is the result of environment economy, Ecological
economy and resource economy's mutual corporation development, the
new ideology which put ecological environment factors born from
economy development, representing the new tendency of current
economy development. With the resource and energy moving style and
efficiency which technology, policy, market system regulating
manufacture and consume, cycling economy has changed the old
substance's typeofflow of one dimension resource-product-salvage into
new cycling development style of resource-product-renewable
resources, using least resource consume, achieving the maximum
economy output, lowest pollution, unifying the economy, environment
and social benefits, establishing sustainable manufacturing and
consuming society.
This article focuses on enterprise internal cycling economy
development patterns. Hunan Oils&Foodstuffs group is largest Hunan
provincial and national leading enterprise in agricultural industry,
especial leading in pannage, orange,Allium chinense G. Don in China.
But because lack of plan in executing cycling agricultural feeding,
current problem is seen as the high cost of waste handling in big scale
aquaculture, which is very hard for them to bear. In the mean time, with
the development of organic farming in China, how to get the organic
manure with good quality, high efficiency, quickly improve soil has
become the key issue of economic plant's Organic farming of China. A
subsidiary listed company of Hunan Oils&Foodstuffs group, being the
biggest Hunan Scale fatten pigs base, is facing a problem of waste
