该文采用定量研究与定性研究相结合,应用SWOT分析方法,详细分析了影响和制
约 Q 学院发展外部环境,找出存在的机会和威胁;同时对内部环境进行了分析,确定
自身的优势和劣势;根据建立的SWOT模型和相关分析的基础上提出了具体发展战略,
并根据发展战略制定出了战略实施措施和保障。
该文认为,我国高职教育发展面临着难得的历史机遇,具有良好的发展空间和外
部环境,同时,高职院校自身在战略层面存在一定的优势和不足,需要进行深入剖析,
利用科学的战略管理方法和系统研究,提出适合高职院校发展的战略选择、发展定位、
战略举措和保障。
在Q 学院案例中,文章研究认为该院以现代服务业特别是酒店业为人才培养的主
要面向,应据此制定体现学院特色的发展战略,制定体现酒店业特色、凸显国际化、
符合高职人才培养目标的战略愿景。文章结合高职院校的办学特点,贴合 Q 学院的具
体实际,有针对性地从管理改革、专业建设、硬件建设、办学结构、资本运营、科研
服务、人才引进、特色建设、校园文化等九大方面,提出了较为具体的,有一定操作
性的战略实施计划,并从管理、硬件、资金、组织四大方面着手,构建一个较为完成
的战略保障体系,形成了一套相对完成、相互呼应、目标一致、有效协同的发展战略。
同时,该文通过对个案进行完整研究,给高职院校战略研究提供了一个参照。

Abstract
Q college is the first higher vocational colleges specialized in hotel personal
training in China . It has gone through the initial stage of exploration development and
expansion phase, with China's higher education form change has entered into a strategic
planning stages of development, college to continue to maintain the leading position, must
formulate corresponding development strategy.
This paper adopts the quantitative research and qualitative research combined, using
SWOT analysis method, a detailed analysis of the influence and restriction of the external
environment of the development of Q college, find out the opportunities and threats; while
the internal environment undertook an analysis, to determine their own advantages and
disadvantages; according to the established SWOT model and correlation analysis is proposed
on the basis of the specific development strategy, and according to the development strategy
to develop the strategy implementation and safeguard measures.
The article thinks, the development of our higher education is facing a rare historical
opportunity, have good development space and the external environment, at the same time,
the vocational colleges themselves at the strategic level has certain advantages and
disadvantages, requires in-depth analysis, using scientific strategic management method
and system research, put forward the development of higher vocational colleges, strategic
choice development orientation, strategy and security.
In the Q school case study, the research that the Institute to the modern service industry
especially the hotel industry personnel training primarily, should be to establish the
characteristics of college development strategy, establish the hotel industry
characteristics, highlighting the international, accord with the strategic vision of
talents cultivation objective in Higher Vocational education. The combination of higher
vocational college characteristics, attaching Q college is specific and actual, targeted
from the management reform, specialty construction, hardware construction, education
structure, capital operation, the introduction of talent, scientific research,
construction of characteristic campus culture, nine aspects, put forward relatively
specific,feasiblestrategyplan,andfrommanagement,hardware,capital,organizationfour
aspects, to construct a comparatively complete the strategy to guarantee a system, formed
a relatively complete, mutual echo, goals, effective coordination development strategy.
At the same time, the paper based on the case study to complete, higher vocational colleges
strategy provides a reference.
