施工企业全面预算管理研究 ——以 H公司为例 Research on Comprehensive Budget Management of Construction Enterprises -Take H Company as an example 专业类别： 研究方向： 作者姓名： 工商管理 全面预算管理 徐庄 指导教师： 企业导师： 赵息 无 教授 答辩日期 2022年5月28日 答辩委员会 姓名 职称 教授 工作单位 主席 杨宝臣 郝清民 佘震宇 石森昌 天津大学 天津大学 副教授 副教授 研究员 委员 天津大学 天津社会科学院 天津大学管理与经济学部 二〇二二年五月 摘要 “十四五”规划将新型基础设施建设作为投资的主要方面，新型基础设施建 设施工市场推向黄金发展期。与此同时，我国建筑施工欧亿·体育（中国）有限公司内部竞争发展激烈， 企业依旧面临着较大的挑战，而有效的管理机制则对施工企业竞争发展起着非常 重要的作用。在此环境下，全面预算管理作为施工企业中能把组织所有关键问题 融合于一个体系之中的重要管理控制方法，在施工企业中的应用越来越广泛。全 面预算管理通过闭环式全过程管理提高企业精细化管理水平，从而提高企业的核 心竞争力。然而，随着全面预算管理在施工企业中的普遍应用，企业在实践过程 中面临着一定的困境，使得全面预算管理的作用不能有效地发挥。 本文首先利用文献研究方法，对国内外已有研究的相关文献进行系统梳理， 归纳全面预算管理理论的发展阶段，总结全面预算管理包括预算编制，预算执行 控制，预算考核和预算管理信息化等方面内容的文献，对全面预算管理的相关概 念及理论进行综述。然后采用案例研究的方法，以 H施工企业为研究对象，对该 企业全面预算管理的现状进行分析，针对该企业预算管理的组织架构，全面预算 编制，预算执行及控制，全面预算调整及考核和全面预算管理信息化建设五个方 面找出存在的问题，分析其形成的原因，针对存在的问题逐一提出优化改进方案。 最后，通过本文研究结果，以期为施工欧亿·体育（中国）有限公司中其他企业更有效地开展全面预算管 理提供借鉴。 关键词：全面预算管理，施工企业，回归分析 I ABSTRACT The 14th five year plan takes the construction of new infrastructure as the main aspect of investment, and the construction market of new infrastructure is pushed to the golden development period.
