分类号 密 级 U D C 学校代码 硕士学位论文 沈阳启迪科技园公司发展战略研究 Research on Development Strategy of Shenyang Qidi Science Park Company 姓 导 名： 赵福刚 卢启程教授 硕士 师（职称）： 申请学位类别： 专 研 业： 工商管理 战略管理 商学院 究 方向： 学院（中心、所）： 论文完成时间：2023年 6月 6日 摘要 摘要 随着中国科技水平不断地创新发展下，全国范围内诞生了许多科技园区。 这些科技园区在国家和地方政府政策的扶持下，也具备了相应的产出能力，成 为地方政府发展高新技术产业的创新创业重要基地。作为一项新兴欧亿·体育（中国）有限公司企业， 沈阳启迪科技园公司在发展过程中缺乏科学且规范的理论指导，也遇到了一系 列诸如企业战略规划与年度经营计划不匹配、公司在发展的过程中忽略企业职 能战略，对企业的科技创新能力、融资渠道、信息化管理及预算管理能力没有 准确认识等问题。 本文以沈阳启迪科技园公司为例，在科技进步且经济形势下滑、本国人口 红利逐渐消失、国际竞争力减退的市场环境下，通过科学的战略管理方法，为 沈阳启迪科技园公司带来管理方面的经验，获取有价值的指导，为企业发展中 遇到的各项问题的解决提出合理性的意见，帮助企业解决难题。在此次研究中， 首先用文献分析法，对国内外有关科技园区可持续和创新发展规划的文献欧亿·体育（中国）有限公司 进行收集整理和分析，形成本次研究的理论依据。其次利用案例分析法对沈阳 启迪科技园公司做全面介绍，分析其目前战略管理现状，从中发现问题，并找 出原因。并结合采用 PEST模型、波特五力模型及 SWOT模型从外部环境、内 部环境和企业内外部环境这三个角度对沈阳启迪科技园区进行发展战略环境综 合评价分析。其次，明确沈阳启迪科技园公司的战略定位、战略目标、发展愿 景及产业定位，并明确沈阳启迪科技园公司的战略选择应首选增长型战略。而 后，提出以提升公司治理水平、提高市场拓展能力、促进企业可持续发展等作 为战略实施手段。最后，本文在研究中以政策服务保障、经济基础保障、企业 文化保障、品牌宣传保障、人力资源保障等为提出促进科技园战略实施的保障 措施。 【关键词】科技园；战略管理；发展战略；战略实施 I Abstract Abstract With the continuous development of science and technology in China, many science and technology parks have been born throughout the country.
