Z城投集团中层管理人员绩效管理优化研究

要
如何全面的开发人才与管理人才,其中最为常见的管理方式就是通过绩效管理挖掘
人才的潜能,调动其工作动力与积极性,通过科学合理的方式方法,打造与组织匹配的
人才团队,最终提高组织的综合实力。在绩效管理发展方面,国有性质的企业在不断尝
试中,借鉴其他欧亿·体育(中国)有限公司的经验,或者通过聘请第三方服务机构进行方案设计。作为地方性
国有企业的城投类公司,不仅是一方政府的平台公司,更是一方发展的拓宽者。如何能
提高团队士气,增强综合实力,是一方发展的重要保障。因为,这样的企业一般肩负一
方的基础设施建设、生态环境治理等重要社会责任,良好的企业绩效意味着可以为良好
的民生事业提供保障,因此,绩效管理可谓是极为关键的管理环节。Z城投集团作为某
地方性的国企,在推动区域产业发展、民生工程等方面做出了突出成绩。然而这些重要
项目,执行人员基本上是企业的中层管理人员,他们是具体项目或具体环节的直接负责
人,他们从高层管理人员那里接受任务,同时要将任务安排下去并负责过程性管理与把
控。因此,中层管理人员的绩效管理,成为了企业绩效管理的核心部分。在此过程中,
企业高层管理人员一般依赖于借鉴与尝试的方式在企业开展绩效管理的把控工作,很少
有专门的团队进行检验与检测,以获得适合本企业的相关方案。若仅仅是遇到问题后进
行微调,并没有从根本上认识到绩效管理的逻辑思路,就不能较有成效的运用绩效管理
来促进企业的进步。随着企业的不断发展壮大,中层管理人员的绩效管理体系逐渐跟不
上企业的成长节奏,如何通过科学的分析找出问题的根源所在,并梳理出更为科学合理
的中层管理人员绩效管理方案,可能成为企业发展重要的转折点。
论文以 Z城投集团中层管理人员为主要调研对象,依据绩效管理工作的有关理论知
识,通过问卷调查、访谈等方法,在掌握中层管理人员的绩效管理工作状况的前提下,
系统分析了中层管理人员绩效管理面临的问题,并运用了目标管理等有关的科学方法,
对现有的绩效管理工作环节加以优化设计。期望优化后的实施方案对 Z城投集团和区内
关联企业产生一定的参考意义。

How to comprehensively develop talents and management talents, the most common
management method is to tap the potential of talents through performance management,
mobilize theirwork motivationand enthusiasm,create atalent teammatching the
organizationthroughscientificandreasonablemethods,andfinallyimprovethe
comprehensive strength of the organization. In the development of performance management,
state-owned enterprises are constantly trying to learn from the experience of other industries,
or by hiring a third-party service organization for scheme design. As a local state-owned
enterprise, urban investment companies are not only the platform companies of one party's
government, but also the wideners of one party's development. How to improve team morale
and enhance comprehensive strength is an important guarantee for the development of one
party. Because such enterprises generally shoulder important social responsibilities such as
infrastructureconstructionand ecologicalenvironmentgovernance.Goodenterprise
performance means that they can provide protection for good people's livelihood. Therefore,
performance management is an extremely key management link. As a local state-owned
enterprise, Z Urban Investment Group has made outstanding achievements in promoting
regional industrial development and livelihood projects. However, the executors of these
important projects are basically the middle-level managers of the enterprise. They are the
direct persons in charge of specific projects or specific links. They accept tasks from senior
managers. At the same time, they should arrange the tasks and be responsible for process
management and control. Therefore, the performance management of middle managers has
become the core part of enterprise performance management. In this process, the senior
managers of enterprises generally rely on the way of reference and attempt to carry out the
control of performance management in the enterprise, and there are few special teams to test
and test, so as to obtain the relevant schemes suitable for the enterprise. If we only fine tune
after encountering problems and do not fundamentally recognize the logical thinking of
performance management, we can not effectively use performance management to promote
the progress of enterprises. With the continuous development and expansion of the enterprise,
the performance management system of middle-level managers can not keep up with the
growth rhythm of the enterprise. How to find out the root of the problem through scientific
analysis and sort out a more scientific and reasonable performance management scheme for
middle-level managers may become an important turning point in the development of the

Taking the middle-level managers of Z urban investment group as the main research
object, according to the relevant theoretical knowledge of performance management, through
questionnaire investigation, interview and other methods, on the premise of mastering the
performance management status of middle-level managers, this thesis systematically analyzes
the problems faced by middle-level managers in performance management, and uses the
relevant scientific methods such as target management to optimize the design of the existing
performance management links. It is expected that the optimized implementation scheme will
have a certain reference significance for Z urban investment group and affiliated enterprises in
the area.
