近年来,EPC建设模式在我国发电项目建设领域中的应用越来越多。然而,
风力发电 EPC建设项目属于系统性建设工程,具备投资规模大、资源配置要求
高、内外部不可控因素多等特点,对业主方项目管理能力提出了更高的要求,也
给项目实施过程中的风险管理带来了巨大挑战。因此,探索并研究 QPICI公司切
吉风电 EPC项目风险管理具有较强的实践指导意义。
基于以上研究背景,本文在对 EPC管理、项目风险管理等相关理论进行梳
理的基础上,首先是结合实际,运用工作与风险分解法构建项目 WBS-RBS风险
识别矩阵,整理出项目风险初始清单,再采取德尔菲法识别出 4类 14项风险因
素,分别为环境风险指标下的风能资源风险、自然环境灾害风险、地域与宗教风
险、新冠疫情风险、市场供应风险,合规风险指标下的招标代理风险、政策调整
风险,管理风险指标下的合同管理风险、组织管理风险、财务管理风险,技术风
险指标下的施工质量风险、施工进度风险、施工安全风险、项目并网风险。然后,
采取问卷调查法与层次分析法结合的方式,构建 QPICI公司切吉风电 EPC项目
风险评价指标体系,并借助统计软件 Spssau对分析结果进行一致性验证,最终
筛选出Ⅲ级风险 1项,Ⅱ级风险 4项,近Ⅰ级风险 4项,Ⅰ级风险 5项。最后,
本文围绕风险回避、风险预防、风险转移、风险自留四种基本的风险应对策略,
针对各类风险分别提出了相应的风险应对措施。其中,对Ⅲ级风险的新冠疫情风
险,提出了建立建设期疫情防控体系、现场管理制度、个人防护制度三项应对措
施,每项应对措施又划分出共十四条实施细则;对 4项Ⅱ级风险共提出十四项风
险应对措施;对 4项近Ⅰ级风险共提出九项风险应对措施;5项Ⅰ级风险可忽略
不计,本文不就此类风险进行风险应对措施研究。
本文不仅填补了 QPICI公司作为项目业主方在 EPC项目管理过程中风险管
理研究缺失的空白,还提高了公司对于切吉风电 EPC项目管理的效率,也为企
业管理者未来实施同类型项目提供了参考和指导。

Abstract
In recent years, EPC construction mode has been applied more and more in the
field of power generation project construction in our country. However, the wind farm
EPC constructionproject is asystematic construction project,which hasthe
characteristics of large investment scale, high resource allocation requirements, and
many internal and external uncontrollable factors. It is difficult to manage and
coordinate the project, which brings great challenges to the risk management in the
project implementation process. Therefore, it is very necessary to do a good job in the
research of project owner's risk management for Qieji Wind Power EPC Project in
Qinghai Public Infrastructure Construction&Investment Co.,Ltd.
Based on the above research background, this paper, from the perspective of
project investors, takes the risk management of Qieji Wind Power EPC Project in
Qinghai Public Infrastructure Construction& Investment Co.,Ltd. as the research
object, combs the relevant theories, and conducts the research through the route of
"riskidentification-riskassessment-riskresponse".Firstly,theprojectrisk
identification matrix is constructed by using the work and risk decomposition method,
the initial list of risks is sorted out, and 14 risk factors in 4 categories are screened out
by using the Delphi method, namely wind energy resource risk, natural environment
disaster risk, regional and religious risk, COVID-19 epidemic risk, market supply risk,
bidding agency risk, policy adjustment risk, contract management risk, organization
management risk, financial management risk, construction quality risk, construction
progress risk, construction safety risk and project interconnection risk.Then, by using
the method of questionnaire and analytic hierarchy process, the risk evaluation index
system of Qieji Wind Power EPC Project is constructed, and the consistency of the
analysis results is verified by using the statistical tool Spssau. Finally, one class III
risk, four class II risks, four near class I risks and five class I risks are selected. Finally,
this paper puts forward corresponding risk countermeasures for each kind of risk

around four basic risk coping strategies: risk avoidance, risk prevention, risk transfer
and risk retention. Among them, for the epidemic risk of COVID-19 with Grade III
risk, three countermeasures are put forward, including the establishment of epidemic
prevention and control system during the construction period, on-site management
system and personal protection system. Each countermeasure is further divided into
14 detailed implementation rules; A total of 14 risk response measures are proposed
for 4 class II risks; A total of 9 risk countermeasures are proposed for 4 near-Grade I
risks; Five class I risks are negligible, and this paper does not study the risk response
measures for such risks.
This paper not only fills the blank of risk management research in the process of
EPCproject managementforQinghai PublicInfrastructureConstruction&
Investment Co.,Ltd. as the project owner, but also improves the efficiency of the
company's EPC project management forQieji Wind Power, and also provides
reference and guidance for enterprise managers to implement similar projects in the
future.
