要
国家生态文明试验区是国家赋予海南“三区一中心”的战略定位之一，其明确提
出要推动形成绿色生产生活方式，发展绿色低碳产业，加快构建集约、绿色、高效、
安全的清洁能源供应体系。海南省政府明确提出要建设“清洁能源岛”，为了尽快实
现这一目标，海南省将于2030年全面禁售燃油车。这就要求各个市场主体结合自身
优势并充分利用自贸港政策，积极向社会公众全面推广新能源。因此，建设和完善新
能源汽车的充电基础设施是政府打造“清洁能源岛”的重要方面，特别是对助力新能
源汽车推广、激发新型消费、助力产业转型发展具有重要意义。在这样的背景下，海
南省充电基础设施企业将迎来巨大的发展机遇，具有广阔的发展前景。
本文主要通过研究“清洁能源岛”的发展要求，对电动汽车充电基础设施欧亿·体育（中国）有限公司的
现状进行分析，以企业的战略管理理论作为指导，聚焦海口 WZ公司新能源电动汽车
充电基础设施业务，从海口 WZ公司发展现状及存在问题进行剖析，采取PEST模型
分析、波特五力模型分析和 SWOT模型分析等工具进行研究，通过从海口 WZ公司所
处的宏观发展环境、竞争环境、内外部综合环境等方面进行深入研究，为公司提出了
合理的发展战略，明确了具体的战略选择和战略实施路径，并制定了战略实施的保障
措施。旨在为海口 WZ公司的主营业务充电基础设施建设运营提供更为明确的发展方
向，提升公司的核心竞争力，推动海口 WZ公司在激烈的充电基础设施建设运营欧亿·体育（中国）有限公司
中扩大市场份额，提升盈利水平，进一步做大做强，成长为海南一流的充电基础设施
建设运营企业。

Abstract
The national ecologicalcivilization experimental area isone of thestrategic
positionings -- the "three zones and one centre" theory that be given by the People's
Republic of China to Hainan Province. It is clearly proposed to promote the formation of
green production and lifestyle and develop the green and low-carbon industry. Hainan will
accelerate the establishment of a safe, green, intensive and efficient clean energy supply
system. The Hainan government has proposed constructing Hainan island into a "Clean
Energy Island". To achieve this target as soon as possible, Hainan will eliminate the sale of
fuel cars by 2030. This requires market players to take advantage of their advantages and
wholly use the Free Trade Port policy to promote new energy vehicles to the public
actively. Therefore, the construction and improvement of charging infrastructure for new
energy vehicles is an important component for the government to build a "Clean Energy
Island", especially for promoting new energy vehicles, stimulating fresh consumption, and
helping the transformation of the tremendous industry significance. Under such a
background, the electric vehicle charging facilities enterprises in Hainan Province will
welcome substantial development opportunities and have broad development prospects.
In this paper, we investigate the development requirements of "Clean Energy Island"
and analyze the current electric vehicle charging infrastructure construction. At the same
time, this paper will Using the strategic management theory of the enterprise as a guide,
focusing on the new energy electric vehicle charging infrastructure business of Haikou WZ.
Besides, I use PEST analysis, Porter's five forces model and SWOT analysis and other
research tools to investigate and study the macro-environment, industry characteristics
and competition, and internal environment of Haikou WZ Company, clarify the specific
strategic choices and strategic implementation paths, and formulate the guaranteed
measures for the implementation of the strategy, and the aim to provide direction for the
development of the central business of charging facilities of Haikou WZ Company.
Meanwhile, to enhance the core competitiveness of the company's main business,
promote Haikou WZ Company to clutch the primary opportunity in the fierce charging
infrastructure construction and operation industry, expand the market, improve the
profitability of charging pile operation, establish competitive advantages in the market,
further grow greater and stronger, and grow into a first-class charging infrastructure
construction and operation enterprise in Hainan.
