摘要
由于中国城市化进程的加速，我国商品房售价一直保持着高速增长，社会住房
困难问题也日趋严重，为解决房屋居住难题，“十二五”和“十三五”时期国家将
大力推动保障性安居工程体系的建立，审计署最早于2012 年起由点到面推广保障
性安居工程政策措施落实情况跟踪审计。
尽管保障性安居工程政策落实情况跟踪审计近几年取得较大成果，但是在实际
审计过程中，由于审计对象繁复、审计力量紧缺，使得很多审计工作积压在事后审
计环节，“跟踪”审计并没有真正做到全程参与政策执行过程，为了提高审计质效、
实现跟踪审计目标，完善审计方式方法刻不容缓。随着现代信息技术与通信科技的
高速发展，现代办公管理也由“纸质化”向“互联网数字化”悄然过渡，计算机技
术也为审计信息化的实施奠定了基石，审计全覆盖对审计项目质效提出更高标准和
要求，应用大数据审计技术势在必行，必须在科技强审上下功夫，“向信息化要资
源，向大数据要效率”。
本文开头对保障性安居工程政策落实情况跟踪审计相关的理论基础加以阐述，
通过对审计署最近十年发布的保障性安居工程跟踪审计结果报告的比较，剖析当前
我国保障性安居工程踪审计发展趋势及现状，并归纳概括出审计痛点难点，同时结
合当前信息技术发展趋势以及审计系统信息化和大数据技术使用情况，进一步分析
在我国保障性安居工程政策落实情况跟踪审计过程中，加大大数据审计技术应用力
度的必要性和可行性。再以 2020 年 B 市开展的对A 市 2019 年度保障性安居工程政
策落实情况跟踪审计为例，通过复盘、总结此次审计过程、结果以及大数据审计技
术运用现状，发现在保障性安居工程政策落实情况跟踪审计中运用大数据技术存在
的不足和原因，并尝试提出针对性建议，以此促进保障性安居工程政策落实情况跟
踪审计全过程、高质效开展，促进资金、资源分配使用公平公正，维护人民群众的
根本利益。

Abstract
With the acceleration of the urbanization process, China;s commodity housing
prices continue to rise rapidly, the housing problem is becoming increasingly serious, in
order to solve the housing problems of low-and middle-income families, during the 12th
five-year plan and the 13th five-year plan, our country vigorously promoted the
construction of the Social Security housing project system.
Although the follow-up audit of the implementation of the policy on
government-subsidized housing projects has achieved great results in recent years, in the
actual audit process, due to the complexity of the audit object and the shortage of audit
force, lead to a large part of the audit backlog in the post-audit phase, “Follow-up” audit
did not really participate in the whole process of implementation of the policy, in order to
improve the audit quality and achieve follow-up audit objectives, it is an urgent matter to
perfect the methods and methods of auditing. With the development of information
technology, modern office management has changed from"Paper-based" to"Digital", the
full coverage of audit puts forward higher standards and requirements for the quality and
efficiency of audit projects. Big data audit is imperative. We must take the Road of
strengthening audit through science and technology, "To information-based resources, to
big data efficiency".
Firstly, the paper introduces the theoretical basis of the follow-up audit of the
government-subsidized housing project, and compares the results of the follow-up audit
of the government-subsidized housing project published by the National Audit Office in
the past ten years, this paper analyzes the development trend and the present situation of
the audit of the security housing project in our country, sums up the difficult points of the
audit, and combines the development of information technology with the
informationization of the audit system and the use of big data, this paper analyzes the
necessity and feasibility of strengthening big data audit in the follow-up audit of security
housing project. Taking the follow-up audit of the security housing project in a city in
recent years as an example, this paper analyzes the problems existing in the follow-up
audit of the security housing project and the present situation of the application of big
data audit, to find out the problems and causes of using big data technology in the
follow-up audit of social security projects, and to put forward corresponding suggestions,
