社会保险制度是一项以国家或政府作为主体，通过立法强制建立的以民生为核
心，保证人民群众基本生活的社会保障制度。2018年，党中央颁发了《深化党和国
家机构改革方案》中第一次确定税务部门作为社会保险费的征收主体，这也标志我国
社会保险费体系的改革踏上了新的台阶。在改革过程中，应该建立在适合我国当前国
情和社会经济发展情况的基础上完成这一工作。要让我国社会保险制度满足当下工作
需要，就要给社会保险制度体系建立良好的基础，牢固改革地基，才能为将来不断完
善和优化社会保险制度提供更多的机会。通过深入研究目前的相关制度，发现社会保
险制度的定位还不够清晰，工作范围的权责规定的不到位，调整机制反应能力较弱，
体系工作效率还不够高，使得社会保险费体系运行过程中还存在一些风险。不过这些
风险还处于可控范围之内，才让该体系仍正常运作。但是目前的社会保险费制度已无
法全面满足社会和人民群众经济发展的变化情况，所以要提高该制度的适应性，更好
的发挥其应有的功能和作用。
本文具体研究了鄂尔多斯市社会保险费的改革过程，研究过程中使用了行政效率
理论、信息不对称理论和流程再造理论并结合文献研究法和案例分析法建立了研究过
程中深厚的理论基础和较为全面的研究方法体系。文章中针对鄂尔多斯市社会保障费
的改革现状并结合该地区征收工作中还存在的的问题，以点剖面，由鄂尔多斯地区还
存在的问题辐射到全国范围内还存在的一些问题，对这些问题提出相对应的建议，力
争找到能够提高全国社会保险费征收工作效能的方法，保障我国社保事业健康发展，
深化社会保险费征收体系改革的工作进程。

ABSTRACT
The social insurance system is a social security system with the state or
the government as the main body and the people's livelihood as the core
established through legislation to ensure the basic life of the people. In 2018,
the Central Committee of the Communist Party of China issued the Plan for
Deepening The Reform of Party and State Institutions, which for the first time
identified the tax department as the subject of social insurance collection,
which also marked that the reform of China's social insurance system stepped
on a new stage. In the process of reform, this work should be completed on
the basis of the current national conditions and social and economic
development in China. To make China's social insurance system meet the
needs of the current work, it is necessary to establish a good foundation for
the social insurance system, a solid foundation for reform, in order to
continuously improve and optimize the social insurance system in the future
to provide more opportunities. Through an in-depth study of the current
relevant systems, it is found that the positioning of the social insurance
system is not clear enough, the power and responsibility provisions of the
work scope are not in place, the response ability of the adjustment mechanism
is weak, and the work efficiency of the system is not high enough, which
makes the operation of the social insurance system there are still some risks.
But those risks are manageable enough for the system to work. However, the
current social insurance premium system has been unable to fully meet the
social and people's economic development of the change of the situation, so
we should improve the adaptability of the system, better play its due function
and role.
In this paper, the reform process of social insurance premium in Ordos
city is studied in detail. In the research process, administrative efficiency
theory, information asymmetry theory and process reengineering theory are
used, and combined with literature research method, case analysis method and
interview method, a profound theoretical basis and a relatively comprehensive
research method system are established in the research process. Article with
the reform situation of ordos city social-security contributions, and combined

with the region still exist in the work of a problem, to point section, from
the ordos region still exist the problem of radiation to the nationwide still
exist some problems, puts forward corresponding Suggestions to these
problems, strive to find a can improve the work efficiency of the method of
the collection of social insurance premiums, To ensure the healthy
development of China's social security undertakings, deepen the work process
of social insurance premium collection system reform.
