当前,随着经济的发展和社会的进步,市场竞争日益加剧,除了资源竞争和
商品竞争,企业想要长远发展,青年员工作为发展源动力是必不可少和至关重要
的。
在国家“一带一路”建设背景下,铁路欧亿·体育(中国)有限公司迎来前所未有的发展机遇,广通
工电段是中国铁路昆明局集团公司下属的 2个综合专业一体化设备管理站段之
一,由于设备管理类型复杂且面临未来三年每年一条新线接管现实,导致整体人
员体量大、新职人员需求不断增加,管理过程中逐渐暴露了青年员工流失、人才
青黄不接、发展通道单一等诸多问题。
基于此,本文在职业生涯规划管理相关理论基础的指导下,通过问卷调查、
深度访谈等研究方法,阐述了本企业青年员工职业生涯规划管理的必要性。以广
通工电段的青年员工为主体,研究分析现有的职业发展现状并提出优化建议。通
过调查,发现存在职业生涯管理通道单一、岗位流动性差、竞争机制不完善、缺
乏岗位培养体系、职业发展信息流通不及时等问题,并通过外部环境、内部原因、
制度体系三方面的因素分析,系统梳理出了存在问题的深层次原因,以问题为导
向,研究提出从优化通道、健全制度、完善考核薪酬体系、创新培训体系、建立
公开信息平台等8个方面进行优化设计,同步制定了3项保障规划实施的措施。
本文通过提出广通工电段青年员工职业生涯规划管理的优化建议,为广通
工电段青年员工队伍建设提供可靠的指导意见,为企业人才发展战略提供支撑,
同时对整个铁路青年职业生涯管理也具有一定的参考价值。

Abstract
At present, with the economic development and social progress, market
competition is becoming increasingly fierce. In addition to resource competition and
commodity competition, young employees are essential and crucial as the source of
development if enterprises want long-term development.
In China's one belt, one road construction, the railway industry has hitherto
unknown opportunities for development. The Guangzhou Telecom is one of the 2
integrated professional equipment management stations under the Kunming Railway
Bureau Group. Due to the complexity of equipment management and the fact that a
new line takes over every three years, the whole body is large and the demand for new
staff is increasing. The management process has gradually exposed many problems,
such as the loss of young employees, the shortage of talents, the single development
channel and so on.
Based on this, under the guidance of the relevant theoretical basis of career
planning and management, this paper expounds the necessity of career planning and
management of young employees in the enterprise through questionnaire survey, in-
depth interview and other research methods. Taking the young employees of
Guangtong industrial and electrical section as the main body, this paper studies and
analyzes the current situation of career development and puts forward optimization
suggestions. Through the investigation, it is found that there are problems such as single
career management channel, poor job mobility, imperfect competition mechanism, lack
of job training system and untimely flow of career development information. Through
the analysis of external environment, internal reasons and system system, the deep-
seated causes of the problems are systematically sorted out and guided by problems,
The study proposed to optimize the design from eight aspects: optimizing the channel,
perfecting the system, perfecting the assessment and salary system, innovating the
training system and establishing a public information platform, and simultaneously
formulated three measures to ensure the implementation of the plan.
