中共中央2018年11月1日印发的《2018-2022年全国干部教育培训规划》 文件中指出:“干部教育培训是干部队伍建设的先导性、基础性、战略性工程, 在进行伟大斗争、建设伟大工程、推进伟大事业、实现伟大梦想中具有不可替代 的重要地位和作用。” 近年来,随着干部教育培训渠道的不断拓宽,高校凭借 其先进的学科理论、一流的学科教育专业人才和丰富优质的教育资源,正逐步成 为我国干部教育培训机构体系的有益补充,与干部教育培训的主渠道一起,共同 推进培训方式方法的变革,着力提升干部教育培训质量。 2009年10月中组部和教育部联合下发的《关于建立和规范高校干部培训基 地的意见》一文中确立了首批全国干部培训高校基地。在十余年的发展实践当中, 干部教育培训高校基地得到了较为迅速的发展。但是,在高校干部教育培训工作 开展的过程中,还有许多问题尚待进一步解决,在培训规模不断扩大的同时,培 训质量与效果存在的问题日益凸显。如何确保高校基地干部教育培训的效果,优 化效果提升机制,需要系统化的思考与论证,也是涉及干部教育培训工作中理论 与实践相结合的关键一环。 本文通过对国内最具代表性的三所干部教育培训高校基地的深入调研访谈, 通过文献考察、比较分析等方法,探究推进干部教育培训高校基地办学效果提升 的模式,并从组织结构、项目挖掘、课程师资、教学保障等几个方面对高校基地 的建设进行对比分析,找出制约高校基地培训效果提升的因素最终提出解决相应 问题的建议。 关键词:干部教育培训,高校基地,人力资源管理 II The Research on the Effect Improvement of the National University Base of Cadre Education and Training in China Abstract The document "national cadre education and training plan 2018-2022" issued by the CPC Central Committee on November 1, 2018 points out that "cadre education and training is a leading, basic and strategic project for cadre team construction, and plays an irreplaceable important role in carrying out great struggle, building great project, promoting great cause and realizing great dream." In recent years, with the continuous expansion of the channels of cadre education and training, colleges and universities are gradually becoming a beneficial supplement to the system of cadre education and training institutions by virtue of their advanced discipline theory, first-class discipline education professionals and rich high-quality education resources. They begain to play an important role in promoting the reform of cadre education and training methods and improving the quality of cadre education and training. In October 2009, the central organization department and the Ministry of Education jointly issued the opinions on establishing and standardizing the cadre training bases in Colleges and universities, which established the first batch of national cadre training university bases. In the development practice of more than ten years, the college base of cadre education and training has developed rapidly. However, in the process of College Cadre Education and training, there are still many problems to be solved. While the scale of training continues to expand, the problems of training quality and effect are increasingly prominent. How to ensure the effect of cadre education and training in University base and optimize the mechanism of effect promotion needs systematic thinking and demonstration, which is also a key link in the combination of theory and practice in cadre education and training. Based on the in-depth investigation and interview of the three most representative University bases for cadre education and training in China, through literature review, comparative analysis and other methods, this paper explores the mode of promoting the school running effect of University bases for cadre education and training, and makes a comparative analysis of the construction of University bases III from the aspects of organizational structure, project excavation, course teachers, teaching guarantee, etc., to find out the system Finally, some suggestions and methods are put forward to solve the corresponding problems.
