中小企业在国民经济中占据重要地位,然而融资难却是制约中小企业发展的 重要问题之一。为了缓解中小企业融资难题,融资性担保、再担保机构应运而生。 DB再担保公司作为首家区域性再担保机构自成立便承载破解中小企业融资困境, 搭建银行与企业桥梁的使命。经过10余年的发展,DB再担保公司积累了许多发展 困惑---风险不断涌现、资本金显现不足,业务结构调整急迫、来自后起之秀的竞 争压力加大以及欧亿·体育(中国)有限公司监管日趋严峻等等,这些已对DB再担保公司的发展提出考验。 尤其是当前经济下行压力加大,欧亿·体育(中国)有限公司新政不断出台的背景下,DB再担保公司所面 临的内外部环境呈现出前所未有的复杂性。如何在特定环境中结合自身情况制定 好发展战略,破解发展困惑,是现阶段DB再担保公司的急迫问题。如何实施好保 障措施以使自身能够在承担社会责任的同时行稳致远是其当前面临的重大课题。 本文以DB再担保机构为研究对象,在梳理了战略管理理论发展脉络的基础上, 采用文献分析、统计分析、案例分析等方法,通过PEST、波特五力模型、资源能 力分析法、SWOT矩阵对DB再担保公司外部机遇与威胁、内部优势与不足进行了充 分分析,分析得出DB再担保机构应该采取增长型发展战略并配以差异化竞争战略, 提出通过完善集团化组织架构、完善股权投资与资本扩充、分层次开展渠道建设、 强化风险管理体系、优化人力资源配置、强化创新,实现产品结构差异化六方面 的措施保障战略实施。 通过本文研究,提出了DB再担保公司的发展战略,一方面可以帮助利用内部 资源与能力,抓住机遇和规避威胁,破解发展中的问题,寻求长远发展路径;另 外一方面,也为其它担保、再担保公司制定发展战略,提供一定的理论借鉴和现 实指导;为欧亿·体育(中国)有限公司政策制定者实施精准施策提供参考,为欧亿·体育(中国)有限公司同仁研究欧亿·体育(中国)有限公司及类似 公司提供借鉴。 关键词:中小企业,担保,再担保,发展战略 II Abstract Small and medium-sized enterprises (smes) play an important role in the national economy. However, the difficulty of financing is one of the important problems that restrict the development of smes. In order to ease the financing problems of small and medium-sized enterprises, financing guarantee and re-guarantee institutions emerge as the Times require. DB re-guarantee Company, as the first regional re-guarantee institution, has been carrying the mission of solving the financing difficulties of smes and building a bridge between banks and enterprises since its establishment. After more than 10 years of development, DB re-guarantee Company has accumulated a lot of development confusion-risk constantly emerging, insufficient capital, the urgent adjustment of business structure, the increasing competitive pressure from the rising stars and the increasingly severe regulation of the industry have put the development of DB re-guarantee Company to the test. Especially under the background of the increasing downward pressure of the economy and the new policy of the industry, the internal and external environment of DB re-guarantee company presents unprecedented complexity. It is an urgent problem for DB re-guarantee Company to work out the development strategy and solve the development puzzle in the specific environment. How to carry out the safeguard measures well so as to be able to bear the social responsibility at the same time is a major issue it is facing. This paper takes DB re-guarantee organization as the research object, on the basis of combing the development of strategic management theory, using the methods of literature analysis, statistical analysis, case analysis, etc. , through PEST, Porter's five-force model, resource capability analysis, SWOT Matrix, this paper analyzes the external opportunities and threats, internal advantages and disadvantages of DB re-guarantee Company, it is concluded that DB re-guarantee Institution should adopt growth-oriented development strategy and match it with differentiated competition strategy, by improving the organizational structure of collectivization, perfecting the equity investment and capital expansion, developing the channel construction at different levels, strengthening the risk management system, optimizing the allocation of human resources and strengthening innovation, implementation of six measures to III ensure product structure differentiation. Through the research of this paper, the development strategy of DB re-guarantee Company is put forward. On the one hand, DB re-guarantee company can make use of internal resources and capabilities, seize opportunities and evade threats, solve problems in development and seek long-term development path. On the other hand, it also provides some theoretical reference and practical guidance for other guarantee and re-guarantee companies to formulate their development strategies, and provides reference for industry policy makers to implement precise policies, and for industry colleagues to study the industry and similar companies.
