I 摘要 伴随着国家“走出去”战略的实施，我国越来越多的企业不断参与到国际工 程项目中去，而EPC交钥匙工程项目作为一种成熟的工程模式已经占据着国际项 目合作的主导地位，物流则是对外EPC国际工程项目至关重要的环节，是整个项 目实施和运行的先决条件，狭义上来讲它指的是项目实施所需的物资从供应地（产 地）到项目施工现场的转移，广义上来讲它指的是根据项目施工进度的需要，将 采购、仓储、包装、运输、装卸、出口报关、搬运、货物单证（信息）处理、目 的地清关等统一有序结合的操作过程。由于对外EPC项目自身具有规模大、施工 周期长、设备物资复杂、运输方式多样等特点，所以其自身物流涉及的操作环节 众多，往往无法完全参照相对固定的统一执行模式和经验，其所进行的每一项的 工作内容都是由施工现场的所需的实际情况和物资设备本身的特点所决定的，这 就不可避免的使得其在诸多的操作环节中产生较多、较高的风险。伴随着信息技 术的广泛应用和科学技术的不断进步，越来越多的科学的管理方法和先进的运输 工具以及运输方案被广泛的运用到对外EPC工程项目物流中来，大大降低了其风 险，但是要清楚的意识到一点，那就是风险总是随时随地存在的，这是客观的， 也是工程物流自身特征所决定的，所以为了避免发生各类风险，同时争取把风险 可能带来的损失和危害降到最低，我们需要在工程项目物流过程中寻求针对风险 的可运用的管理方法和工具，以达到识别、分析、监控、解决风险的目的，使项 目可保证利润最大化。 本文研究的对象是工程项目物流方案甄选过程中面临的风险，以中石油XX 公司在土库曼斯坦天然气建设项目为例，首先详细介绍了对外EPC工程项目物流 的特点和作用，然后针对工程项目物流自身的特点进行风险因素的识别、分析以 及评估，最后介绍了模糊层次分析法的理论，并针对具体项目实例进行建模分析， 运用模糊层次分析法（FAHP）对该工程项目过程中存在的风险进行处理，并最终 通过本文的研究，发现该项目现有运作过程中可能被忽略的风险漏洞并加以规避， 以达到降低项目运作风险、提升项目整体实力的目的。 关键词：中石油，对外EPC工程，物流方案，风险评价，模糊层次分析法（FAHP） ABSTRACT II ABSTRACT Forsakeofcomplyingwithnationalstrategyof“goingoutChinaandmoving towardstheworld”,therearemoreandmoreChineseenterprisesparticipatinginthe internationalprojectscontinuously.EPCturnkeyprojectasamatureprojectt modelhasbeendominatingtheinternationalcooperationprojects,andlogistics performsthevitalroletotheEPCturnkeyproject,whichistheprerequisiteforthe implementationandoperationofentireproject.Thedefinitionoflogisticscanbestating fromtwoaspects:inanarrowsense,itreferstotransportingtheprojectcargosfrom origintoprojectsite.Broadlyspeaking,itisaseriesofoperationsofprocurement, storage,packing,transportation,loadingandunloading,trans-loading,cargodocument (data)processing,customsdeclarationsatbothoriginanddestinationandsoforth accordingtothedemandsofprojectprogresses. ThemainfeaturesofforeignEPCarelargescale,longprojectduration,complex equipmentandmaterials,andvariousmodesoftransports,whichalwaysinvolvein differentkindsoflogisticsoperations.Therefore,logisticsofforeignEPCcannot easilyfollowthegeneralimplementationpatternsandexperiences.Alloftherelated logisticsoperationshallbeproceedingbasedonbothactualrequirementofprojectsite andthespecialfeatureofdifferentprojectequipment.Thus,differenttypesofrisks alwaysemergeduringtheentireoperationprocess. Withwideutilizationofinformationtechnologyandconsistentimprovementof sciencetechnology,moreandmorescientificmanagementmethods,advanced conveyancesandtransportationproposalsareusedtothelogisticsofforeignEPC, whichultimatelyassisttodiminishthepotentialrisks.However,riskscanbeemerging everywhere,whichistheobjectivefactofprojectlogistics.Inordertoeliminaterisks andmaximumreducethelossesandhazardswhicharecausedbyriskssimultaneously, itisnecessarytofindoutthefeasiblemanagementmethodsandtoolsforsuchkindof specialprojectlogistics,whichshallassisttoachievemaximumprojectprofitthrough identification,analysis,supervisionandsolutionsofrisks.
