目前高校工资制度普遍存在着对绩效考核认识不足、高校绩效工资中激励作用不 足、考核体系不完善等一系列复杂的现实问题。在分配管理中主要强调精神激励,近 几年则更多强调以金钱为代表的物质激励。从总体上讲,这还是由于受计划经济体制 的影响,内部分配制度改革遇到种种困难和障碍,改革不彻底,新制度实施常常不到 位,甚至流于形式。 绩效管理与绩效工资对于民办高校的人力资源管理具有重要意义。在一定程度 上,以绩效工资为核心的绩效管理有利于通过持续改进员工绩效,从而达到提高组织 绩效的目的。绩效工资管理是绩效管理的一个重要环节,绩效工资的科学性和合理性 在很大程度上决定了各项人力资源管理职能能否取得预期效果,因而成为指导高校人 力资源管理职能的“风向标”。 在此背景下,本文以民办高校HBGY学院为研究对象,通过问卷调查以及典型案 例分析,观察目前HBGY学院绩效工资制度的运行现状,全面剖析目前其工资管理存 在的基本问题。进一步通过梳理、评价其工资管理实施效果,准确把握绩效工资制度 在实施过程中遇到的障碍和问题,进而在相关理论的指导下,探索和归纳绩效工资制 度设计原则和导向,构建和完善HBGY学院绩效工资管理方案,并提出具体的实施对 策。本文解析我国民办高校教师绩效工资的实施效果,把握现行民办高校教师绩效工 资制度实施中遇到的棘手问题,从而提出构建完善合理的绩效工资管理办法以用于民 办高校。本文从政策法律的构建、资金支持、教师认知态度、工资制度和考核体系5 个方面为进一步优化现有的民办高校教师绩效工资制度提出政策启示。 本研究希望通过对民办高校HBGY学院绩效工资管理的研究,彻底改变HBGY 学院绩效工资管理中存在的政策认识缺陷、激励作用不足、绩效工资制度执行力度不 够和考核体系不完善的现状,提升人力资源管理的水平,引导教育资源向教学一线倾 斜,鼓励教师全身心投入科研和教学工作,进而促进教育教学水平的全面提升。 关键词:民办高校绩效工资绩效评价 III ABSTRACT Atpresent,thereareaseriesofcomplexpracticalproblemsinthesalarysystemofcolleges anduniversities,suchasinsufficientunderstandingofperformanceappraisal,insufficient incentivefunctioninperformancesalaryofcollegesanduniversities,andimperfect appraisalsystem.Inthedistributionmanagement,themainemphasisisonspiritual incentives,butinrecentyears,moreemphasisisplacedonmaterialincentivesrepresented bymoney.Generallyspeaking,becauseoftheinfluenceoftheplannedeconomicsystem, thereformoftheinternaldistributionsystemencountersvariousdifficultiesandobstacles. Thereformisnotthorough,andtheimplementationofthenewsystemisofteninadequate orevenformalized. Performancemanagementandperformancepayareofgreatsignificancetohuman resourcesmanagementinprivatecollegesanduniversities.Toacertainextent,performance managementwithperformancepayasthecoreisconducivetoimprovingemployee performancethroughcontinuousimprovement,soastoachievethepurposeofimproving organizationalperformance.Performancewagemanagementisanimportantpartof performancemanagement.Thescientificityandrationalityofperformancewagelargely determinewhethervarioushumanresourcesmanagementfunctionscanachievethedesired results,thusbecominga"vane"toguidethehumanresourcesmanagementfunctionsof collegesanduniversities.Thispaperanalyzestheimplementationeffectofteachers' performancepayinprivatecollegesanduniversitiesinChina,graspsthethornyproblems encounteredintheimplementationofthecurrentperformancepaysystemofteachersin privatecollegesanduniversities,andputsforwardtobuildasoundandreasonable performancepaymanagementmethodforprivatecollegesanduniversities.Thispaperputs forwardpolicyenlightenmentforfurtheroptimizingtheexistingprivateuniversityteachers' performancewagesystemfromfiveaspects:theconstructionofpolicyandlaw,financial support,teachers'cognitiveattitude,wagesystemandassessmentsystem.
