I 摘要 我国民航大众化进程的加快推动了航空运输市场需求的进一步增强，民用运 输机场迎来了快速发展的时代。但是，在机场建设取得很大成就的同时，机场的 运营管理方面还存在着许多问题，比如运营效率低、经济效益差等，尤其是占全 国运输机场绝大多数比例的支线机场。本文正是基于这样的背景下，以C支线 机场为研究对象，运用运营管理的理论研究C支线机场运营管理的问题。 首先，本文从运营战略、运营计划和运营实施三个角度分析了C支线机场 的基本运营状况，明确了C支线机场运营管理现状。 其次，通过问卷调查、访谈调查等方法，识别出运营战略、运营计划和运营 实施存在的问题。研究表明，C支线机场运营管理方面存在着新候机楼建设规划 不合理、旧候机楼设施较为落后、新机坪、跑道扩容建设不科学、航班时刻安排 不合理、机场运营管理绩效管理体系不完善等方面的问题。 最后，针对调查出的问题，从加快C机场新候机楼建设等四个方面提出了C 支线机场的运营战略优化策略；从C支线机场应该建立完善的质量管理体系等 三个方面提出了运营计划优化策略；从改善硬件设施等六个方面提出了C支线 机场的运营实施组织与控制优化策略。 本文的研究对于C支线机场的运营管理具有重要的实际意义，同时也对我 国其它支线机场的运营管理有参考价值。 关键词：支线机场；运营管理；优化。 北京工业大学工商管理硕士专业学位论文 II Abstract WiththeaccelerationofthepopularizationofcivilaviationinChina,thedemand ofairtransportmarkethasbeenfurtherenhanced,andciviltransportairportshave usheredintheeraofrapiddevelopment.However,whiletheconstructionofthe airporthasmadegreatachievements,therearestillmanyproblemsintheoperation andmanagementoftheairport,suchaslowoperationefficiencyandpooreconomic benefits,especiallythebranchairportswhichaccountforthevastmajorityofthe nationaltransportationairports.Basedonthisbackground,thispaperstudiesthe operationandmanagementofc-feederairportsbyusingthetheoryofoperation management. Firstly,thispaperanalyzesthebasicoperationstatusofc-branchairportfromthe perspectivesofoperationstrategy,operationplanandoperationimplementation,and clarifiestheoperationandmanagementstatusofc-branchairport.Secondly,bymeans ofquestionnairesurvey,interviewsurveyandothermethods,theproblemsin operationstrategy,operationplanandoperationimplementationareidentified.The researchshowsthattherearesomeproblemsintheoperationandmanagementofthe c-branchairport,suchasunreasonableconstructionplanningofthenewterminal building,backwardfacilitiesoftheoldterminalbuilding,unscientificconstructionof thenewapronandrunwayexpansion,unreasonableflightscheduling,andimperfect performancemanagementsystemoftheairportoperationandmanagement. Finally,inviewoftheproblemsfoundintheinvestigation,thepaperputs forwardtheoperationstrategyoptimizationstrategyofCbranchairportfromfour aspects,includingacceleratingtheconstructionofnewterminalbuildingatCairport. Thispaperputsforwardtheoptimizationstrategyofoperationplanfromtheaspects ofthecollaborativeinformationplatformwhichshouldbebuiltasthecoreof c-branchairport.Fromsixaspects,suchasimprovinghardwarefacilities,thepaper putsforwardtheoptimizationstrategyofoperationimplementationorganizationand controlofCregionalairport. Theresearchinthispaperisofgreatpracticalsignificancefortheoperationand managementofCregionalairports,andalsohasreferencevaluefortheoperationand managementofotherregionalairportsinChina.
