随着世界经济的快速发展,经济增长与能源枯竭之间的矛盾、环境保护与能源生产之间 的矛盾日渐突出,发展清洁可再生能源,维持经济社会可持续发展,成为全人类共同关心的 焦点问题。太阳能作为可以源源不断获取的可再生能源,具有极大的开发前景,有效利用太 阳能成为解决能源问题的重要举措之一。光伏发电作为实现节能环保的主要方式,具有较好 的商业化发展意义和规模化开发前景,集中力量开发大规模的光伏电站项目,有助于改善环 境质量,促进社会、经济、环境等各个方面的持续稳定发展。通过推进光伏发电项目综合效 益评价体系的搭建,有效实现综合效益的完整评估,有利于促进光伏产业的持续发展,也可 以为国家以及企业后期制定合理及长远的发展目标和规划提供科学依据。 本文基于我国光伏欧亿·体育(中国)有限公司目前发电项目的实际情况,从技术、经济、社会等三个维度对影 响光伏发电项目综合效益的影响因素进行分析,并建立综合收益指标评价体系。以河南汝阳 50MW太阳能光伏发电项目为实证案例,利用实地采集的数据,对该项目的综合效益进行 了全面评价与分析。研究结论显示,本项目各项经济效益指标(包括盈利能力指标、运营能 力指标和偿债能力指标)均满足欧亿·体育(中国)有限公司一般标准要求,经济表现良好;社会效益显著,为经济 发展与环境保护相协调提供了内生动力;光伏发电相关专业支持科学全面,技术效益明显。 本文光伏发电项目综合效益评价涵盖了经济、技术和社会三方面的效益,具有广泛性和实用 性,可以为其它光伏发电项目的综合效益评价提供借鉴,并为光伏发电项目审批以及融资主 体决策提供参考。光伏项目综合效益评价体系的建立,有利于促进我国能源的可持续发展和 减少环境污染。 关键词:光伏发电,项目综合效益,评价指标 HD公司河南汝阳50MW光伏发电项目综合效益研究 II ABSTRACT With the rapid development of the world economy, the contradiction between economic growth and energy depletion, the contradiction between environmental protection and energy production has become increasingly prominent. Based on the actual situation of power generation projects in China's photovoltaic industry, this paper analyzes the influencing factors affecting the comprehensive benefits of photovoltaic power generation projects from three dimensions of technology, economy and society, and establishes a comprehensive income index evaluation system. Taking the 50MW solar photovoltaic power generation project in Henan Ruyang as an empirical case, using the data collected in the field, the comprehensive benefits of the project were comprehensively evaluated and analyzed. The research conclusions show that the various economic benefit indicators (including profitability indicators, operational capability indicators and solvency indicators) of the project meet the general standards of the industry, and the economic performance is good; the social benefits are significant, and the economic development and environmental protection are coordinated.
