I 摘要 在当今科技化、信息化时代，依靠传统资源竞争已经很难适应社会发展需求， 创新在经济发展与社会进步中发挥着愈加重要的作用。县作为我 国最基础的行政单 位，它承担着地方经济发展任务，其中工业企业作为县域经济发展的中坚力量，其 创新能力高低则至关重要。作为河北省省会，石家庄工业企业发展规模不断 壮大， 技术创新能力也在逐步提升，但近几年县域企业创新能力发展水平如何，在哪些方 面较为薄弱，未来需要怎样提升，是石家庄政府重点关注的问题，也是区域创新能 力提 升，经济高质量发展亟需解决的问题。 首先，通过对国内外有关企业创新能力评价理论的整体研究，对县域、工业企 业、企业创新能力进行了概念界定，并介绍了创新理论、协 同创新理论和系统理论； 其次，分析近几年石家庄工业企业发展情况，并从创新投入、创新实施、创新产出 以及创新环境方面对石家庄县域工业企业创新发展情况开展横纵向对 比分析，找出 其存在的不足之处；第三，依据创新驱动过程模型和评价指标体系构建原则，构建 了由4个一级指标，8个二级指标和15个三级指标构成的县域工业企业创新能力评 价指标体系，并确定以模糊综合评价法为主开展综合评价；第四，对2013和2017 年石家庄县域工业企业创新能力综合测度并对评价结果进行对比分析，站在石家庄 整体角度总结 其创新发展优势及存在的问题；第五，针对其问题，结合石家庄实际 情况，从多方面入手提出进一步提升石家庄县域工业企业创新能力的对策建议，进 一步充实了区域企业创新 能力评价内容，为提升石家庄县域工业企业创新能力提供 借鉴。 关键词县域；工业企业；创新能力；模糊综合评价法；实证评价；对策建议 Abstract III Abstract Inthiseraoftechnologyandinformation,itisdifficulttoadapttotheneedsof economicdevelopmentbyrelyingontraditionalresourcecompetition.Innovationhas becomeanimportantforcetopromotetheeconomicdevelopmentandsocialprogressofa countryorregion.Asthemostbasicadministrativeunitofthecountry,thecounty undertakesthetaskoflocaleconomicdevelopment.Amongthem,industrialenterprises arethebackboneofthecountyeconomicdevelopment,andthelevelofinnovation capabilityisofutmostimportance.AsthecapitalofHebeiProvince,Shijiazhuang industrialenterpriseshavegrowninscaleandtheirtechnologicalinnovationabilityhave graduallyimproved.However,inrecentyears,whatisthelevelofdevelopmentofcounty enterprises’innovationability,inwhichareasarestillrelativelyweak,andhowtheyneed tobeimprovedinthefuturearethekeyconcernsoftheShijiazhuanggovernment.Itis alsoanissuethatneedstobeaddressedurgentlytoimproveregionalinnovationability andhigh -qualityeconomicdevelopment. Firstofall,thisarticledefinestheconceptofcounty,industrialenterprises,and enterpriseinnovationabilitythroughtheoverallresearchontheevaluationtheoryof enterpriseinnovationabilityathomeandabroad,andintroducesinnovationtheory, collaborativeinnovationtheory,andsystemtheory.Secondly,itanalyzesthedevelopment situationofShijiazhuangindustrialenterprises,andconductsahorizontalandvertical comparativeanalysisoftheinnovationstatusofShijiazhuangcountyindustrialenterprises fromthefouraspectsofinnovationinputstatus,innovationimplementationstatus, innovationoutputstatus,andinnovationenvironmentstatus,andfindsouttheirproblems.
