对于资源富集地区的榆林市来说，一方面经济连年高速发展，民间资本随之快速增 长，但需要安全可靠的投资出路，另一方面，农业经济的发展远远落后于工业发经济发 展，对农村的投入特别是对农村基础设施建设的投入不足是根本问题。以往关于农村基 础设施发展研究文献中，关注较多的是财政金融支持农村基础设施建设，较少关注社会 资金投入对农村基础设施发展的影响。本文试图从理论层面对农村基础设施研究进行阐 述，然后通过国内外发展农村基础设施的经验总结，分析榆林市民间资本的优势所在和 农村基础设施建设发展需求，最后提出了引导民间资本投资榆林市农村基础设施的对策 建议。 全文共分七个部分。第一章为导论部分，着重对报告的研究背景、思路、方法以及 国内外关于农村基础设施研究现状进行介绍，并发现我国对农村基础设施的研究分析明 显滞后，特别是民间资本介入农村基础设施的研究更少。第二章重点对有关概念进行界 定，并对公共产品与私人资本理论、公共产品效率改进理论和产权理论等三种理论进行 阐述。第三章简述国外在农村基础设施投融资方面的经验，指出其对我国在加大信贷支 持力度、改善投资环境等方面的重要启示。第四章重点分析榆林市民间资本的优势、农 村基础设施发展现状及需求问题。一方面榆林市民营经济迅速发展、民间资本不断壮大、 投资渠道狭窄、资金缺乏出路，另一方面财政资金供给能力不足和金融支持力度不够， 导致农村基础设施建设亟需资金投入，农村基础设施建设合作主体缺位、产权不清也是 民间资本进入农村基础设施建设的制约因素。第五章主要研究榆林市民间资本支持农村 基础设施的可行性。民间资本充裕是民间资本支持农村基础设施的基础，农村经济的发 展前景广阔、农村投资环境改善、政策保障力度加强为民间资本投入农村基础设施建设 提供了良好的投资环境。第六章提出政策建议。加强政府引导和监督、推进多种投融资 方式、改革农村产权制度，多方合力共同促进民间资本对农村基础设施建设的投资。第 七章结论。 本文研究结果认为对于资源富集的榆林市来说，发展农村基础设施亟需民间资本支 持，民间资本投资农村基础设施可行而且可靠，加强引导和激励、推进多种投融资方式、 改革农村产权制度，多方合力共同促进是榆林市民间资本支持农村基础设施发展的有效 途径。 关键词，民间资本；农村基础设施；支持；理论综述；启示THE DEVELOPMENT OF RURAL INFRASTRUCTURE NEEDS AND FEASIBILITY STUDIES SUPPORT THE PRIVATE CAPITAL IN YULIN CITY ABSTRACT For resource-rich regions of Yulin City, on one hand the economy develop rapidly, along with the rapid growth of private capital, but need a safe and reliable investment outlets, on the other hand, the development of the agricultural economy is far behind the development of economic development in the industrial, the reason is that investment in rural areas especially in rural areas inadequate investment in infrastructure is the fundamental problem. Previous research on rural infrastructure development in the literature is more concerned about fiscal and financial support, but less attention to social capital investment in rural infrastructure development. This paper tries to describe the rural infrastructure in theoretical, and then through the development experience of rural infrastructure abroad, analysis the advantages of private capital and the needs in rural infrastructure development in Yulin City, the conclusion points out the suggestions to guide private capital investment rural infrastructure in Yulin City. The full text is divided into seven parts. The first chapter is the introduction, focuses on the structure, ideas, research methods and the introduction of the research of infrastructure in rural areas , and found that the research and Analysis on rural infrastructure in China has lagged far behind, especially the study of less private capital in rural infrastructure. The fourth chapter focuses on the advantages of private capital, the development of rural infrastructure status and demand in Yulin city. On one hand, the private economy develops rapidly in Yulin City, the folk capital expand, investment channel is narrow, lack of the way of funding. on the other hand, funds shortage and financial support is not enough, resulting in rural infrastructure construction need capital investment, restricted factors of rural infrastructure construction cooperation main body vacancy, unclear property rights andprivate capital into the rural infrastructure construction of facilities. The fifth chapter studies the feasibility of private capital in Yulin supporting rural infrastructure. Private capital adequacy is the foundation of private capital to support the rural infrastructure, the development prospects of the rural economy, the improvement of the investment environment, vast rural policy efforts for private capital investment in rural infrastructure construction provides the good investment environment. The sixth chapter puts forward policy suggestions. To strengthen the government's guidance and supervision, promote various investments and financing mode, the reform of rural property rights system, the multi force to jointly promote the investment of private capital in rural infrastructure construction. Finally, the study concluded.
