天津北疆发电厂循环经济项目是国务院批准的第一批国家级循环经济试点 项目,项目充分利用汉沽区的资源条件,较好地解决了高效清洁发电、节约用水、 节约土地、海水淡化、浓海水和粉煤灰综合利用等一系列问题,形成了“电水盐 材地”循环经济产业链,被誉为电力欧亿·体育(中国)有限公司发展循环经济的“北疆模式”。项目 2009 年投产后,每年为社会提供 120 亿千瓦时电能和 6500 万吨淡水,为天津市 和滨海新区的开发建设提供了重要的能源支撑和淡水资源保障。本文的目的是总 结北疆发电厂循环经济项目一期工程的经验,研究提出二期工程的方案规划并进 行初步可行性研究,为北疆项目二期扩建工程前期工作提供决策支持。 本文在总结北疆一期循环经济项目经验的基础上,创造性提出了二期扩建工 程方案规划,继续采用以发电为龙头,“电、水、热、盐、化、材”一体化集成 开发的模式,规划建设 2 台 100 万千瓦超超临界发电机组、日产三十万吨海水淡 化装置、年产 150 万吨精制盐和 30 万吨盐化工产品的浓海水综合利用工程、对 外采暖供热 1200 万平米,配套建设粉煤灰综合利用工程,并进行二氧化碳减排 的工程试点。 提出二期工程规划方案后,本文从电力系统分析、热负荷分析、资源利用与 节约能源、投资估算与财务评价、风险分析、经济与社会效益评价等六个方面, 对北疆二期循环经济项目进行了初步可行性研究。为北疆二期的前期工作提供了 重要的方案规划支撑和投资决策支持。 依据本文的规划方案和初步可行性研究结论,国家能源局已经发文同意开展 前期工作,项目可研以及环评、接入系统、用地预审等前期工作已全面展开,计 划 2013 年下半年取得国家发改委核准,2014 年开工建设。 关键词,发电厂;循环经济;方案规划;可行性研究ABSTRACT Tianjin Beijiang Power Plant recycling economy project is approved by the State Council, the first batch of national circular economy pilot projects, projects take full advantage of the Hangu district resource conditions, the solution to the efficient and clean power generation, water conservation, land conservation, desalination, concentratedseawater and utilization of fly ash, a series of problems, electric water and salt material to circular economy industrial chain, known as the development of the power industry circular economy northern mode. Each of the projects put into operation in 2009, to provide society with 12 billion kwh of electricity and 65 million tons of fresh water, and provide important energy support and freshwater resources and support for the development and construction of the Tianjin Binhai New Area. The purpose of this paper is to summarize the Beijiang power plants recycling economy project experience of an engineering study proposed second phase of program planning and preliminary feasibility study to provide decision support to the preparatory work of the Northern Xinjiang Project Phase II expansion project. In this paper, on the basis of summing up a circular economy in northern Xinjiang project experience, creativity proposed Phase II expansion project program planning: to continue as a leader, to power generation of electricity, water, heat, salt, and material integration Integrated Development mode, planning the construction of two sets of one million kilowatts of ultra-supercritical generating sets, Nissan 30 tons of sea water desalination device, an annual output of 1.5 million tons of refined salt and 30 tons of salt chemical products concentrated seawater utilization projects, external heating heating 1200 million square meters, supporting the construction of fly ash utilization projects and pilot project for carbon dioxide emission reductions. The proposed Phase II project planning program from the power system analysis, heat load analysis, use of resources and energy conservation, investment estimation and financial evaluation, risk analysis, economic and social benefits evaluation six areas of northern Xinjiang two circular economy the project carried out a preliminary feasibility study. For the Beijiang two preliminary work provides important support and investment decision support program planning. Basis for the planning program and a preliminary feasibility study conclusions,the National Energy Board has issued a document agreeing to carry out preparatory work, the project feasibility study and EIA access systems, land use pre preliminary work has been in full swing, planned for the second half of 2013, approved by the National Development and Reform Commission , started construction in 2014.
