吉林吉源液化天然气项目可行性研究 根据国内外有关能源研究机构的预测,到 2030 年,天然气的生产量和消费量将均 会超过石油,并有可能取代石油成为主要能源。从液化天然气在国外的产业化实践看, 液化天然气产品的优势主要体现在三个方面:第一,液化天然气用作汽车燃料,比压 缩天然气和液化石油气性能更好;第二,用作城市燃气调峰,具有安全可靠、调控方 便的优点;第三,用作燃料发电比烧煤发电具有利用效率高、社会经济效益显著的优 势。对于企业而言,面临机遇与挑战,如何合理规划布局、建设生产和销售液化天然 气是企业建设与发展的一项重要工作内容。 对吉林吉源液化天然气项目的设计与管理研究,是针对具体实践项目展开的研究 设计,规范液化天然气项目、提高公司经济效益、减少资源浪费、优化社会环境和保 障相关人员的生命安全具有重要的实践意义。从理论上看,国内针对于液化天然气项 目的可行性研究尚处于较少阶段,因此本研究具有较大的理论价值,能为以后的相关 研究提供可供参考的依据。 由于液化天然气项目投资金额大、项目周期长、技术性强,而且作为石化项目, 需要考虑对环境的影响,所以,该项目决策是否科学合理不仅关系到本项目的成败, 而且关系到企业的生存。因此,在进行项目决策之前,需要运用项目可行性研究的理 论,结合项目实际情况,从技术、市场、环境、财务等方面对本项目进行科学系统、 客观全面的分析、论证。本文正是在现有研究的基础上,对本项目的可行性进行了研 究,主要包括: (1)本文主要介绍项目研究的背景及意义,研究的方法及内容,项目概况和项目可 行性研究的基本理论; (2)从市场需求分析、项目建设条件分析、项目建设的燃料供应分析等方面进行市 场可行性分析,得出本项目是一个良好的投资机会,具有广阔的发展前景; (3)主要介绍项目建设的技术可行性分析,从总工艺流程、工艺技术及工艺装置选 用,以及自动化等方面对该项目所采用的技术进行分析; (4)分析了本项目对建设地区环境的影响,并提出相应的保护措施,同时,分析了 本项目的水资源利用情况及相应的节水措施,最后,分析了项目实施中的劳动安全与II 防护措施; (5)对本项目的财务基础数据进行了科学估算,在此基础上计算相应的财务评价指 标与盈亏平衡分析,论证本项目在财务上的可行性。另外,分析了本项目可能面临的 风险。最终,得出本项目是可行的。 关键词: 液化天然气项目,可行性研究,项目评价III Abstract The Feasibility Study for the LNG project of JiLin JiYuan Company According to the forecast, the energy research institutions at home and abroad to 2030, production and consumption of natural gas will have more than oil, and could replace oil as the main source of energy. Looking from the industrial practice of LNG in foreign countries, LNG product superiority mainly manifests in four aspects: first, LNG as fuel for cars, than CNG and LPG better performance; second, used as a city gas peak shaving, is safe and reliable, convenient control advantages; third, used as a fuel power generation with high efficiency, significant social and economic benefits than burning coal power advantage. For the business enterprise, facing the opportunities and challenges, how to reasonable planning, construction, production and sales of LNG is an important content of the construction and development of enterprises. Study design and management of Jilin Jiyuan LNG project, is the research design for specific practice project, specification of LNG project, improve the company economic benefits, reduce the waste of resources, optimize the social environment and guarantee the life safety of personnel and has important practical significance, the domestic needle feasibility study for LNG project is still in the little stage, so this study has great theoretical significance, can provide a reference for the future research. Since the LNG project’s investment amount is large, the project cycle is long, the technology is strong,but also as a petrochemical project, need to consider the impact on the environment, therefore, the project decision is scientific and rational or not is not only related to the success or failure of the project, but also related to the survival of enterprises. Therefore, in the project before the decision, need to use the project feasibility study theory, combined with the actual situation of the project, from the technical, market, environmental, financial and other aspects of the project of a scientific system, objective and comprehensive analysis, demonstration. This paper is on the basis of existing research, the feasibility of this project is studied, including: (1)this paper mainly introduces the background and significance of research, research method and content, the basic situation of theoretical research and project feasibility project; (2)the demand from the market analysis, project analysis, project construction conditions of fuel supply analysis, feasibility analysis of the market, that the project is aIV good investment opportunities, has broad prospects for development; (3)mainly introduces the project technical feasibility analysis, selected from the technology and technological equipment, general process, carries on the analysis to the project by technology and automation; (4)analysis of the impact of the project on the construction area of the environment, and puts forward the corresponding protection measures, at the same time, analyzed this project the utilization of water resources and the corresponding water saving measures, finally, the analysis of labor safety and protection measures of the implementation of the project; (5)to the financial data of the project of scientific evaluation, on the basis of the calculation of the corresponding financial evaluation index and the profit and loss balance analysis, the feasibility of the project financial analysis; in addition, the risk of the project may face. Finally, it is concluded that the project is feasible.
