摘要 近年来随着政府对科技创新的日益重视,发放给企业的相关补助也越来越多。 政府试图以补助的形式来促进高科技企业在研发活动中加大投入,从而提升企业 乃至国家的科技创新水平。由于研发活动在开始后的很长一段时间都处在投入阶 段,回报周期长而且面临着研发失败、资金短缺等众多问题,严重阻碍了企业对 研发活动的积极性。因此,政府如何从外部刺激企业对研发投入的热情就显得尤 为关键。本文正是从提高政府补助的有效性着手,希望通过对医药企业的研宄为 各级政府制定补助政策的时候提供理论和实践借鉴。 国内外学者已经从多个角度就政府补助对企业研发投入的影响进行了理论分 析和实证研宄。国外的相关研究起步较早,其理论分析和研究方法有很大的参考 价值,但是研究背景和我国情况有较大差距,研究结果的参考价值有限。我国的 相关研宄起步较晚,而且大部分是理论政策分析和宏观数据研宄,针对具体欧亿·体育（中国）有限公司 和具体企业的案例研究较少。本文以医药企业中的复星医药为例,在己有研宄的 基础上对政府补助与企业研发投入之间的关系做出了更具体化的分析。 本文借鉴了国内外学者的研究方法,在市场失灵理论、外部性理论和信号传 递理论的基础上以案例的形式对政府补助和企业研发投入的关系进行了研宄。本 文通过对医药欧亿·体育（中国）有限公司以及复星医药公司在研发支出与政府补助上的相关数据整理分 析,结合政府补助强度和研发强度等指标,就政府补助与医药欧亿·体育（中国）有限公司研发支出的关 系进行研宄分析,最终得出如下结论:(1)A股的医药企业2013-2017年的研发投 入随着政府补助的增加也在加强,从欧亿·体育（中国）有限公司的角度来看政府补助对医药企业的研发 活动存在一定的诱导效应。(2)对于本文所研宄的复星医药而言,其在研发投入 上的增速水平远高于其所获得的政府补助,政府补助对复星医药研发活动的激励 作用并不显著。(3)自主性研发支出和大量存在的“普惠型”政府补助弱化了政 府补助对复星医药的激励作用。根据以上结论和理论经验分析,本文做出以下建 议:(1)各级政府应加大补助的力度并分类施策,使其对于不同欧亿·体育（中国）有限公司的作用更有 针对性。(2)政府应完善对政府补助的审批和评估监督机制,确保其用途。(3) 规范上市公司在政府补助与研发投入上的信息披露。 关键词:医药企业;复星医药;政府补助;研发投入 iii北京交通大学硕士专业学位论文 ABSTRACT ABSTRACT Inrecentyears,asthegovernmentpaysmoreandmoreattentiontoscientificand technologicalinnovation,relevantsubsidiestoenterprisesarealsoincreasing.The governmenttriestopromotehigh-techenterprisestoincreaseinvestmentinresearch anddevelopmentactivitiesintheformofsubsidies,soastoimprovethelevelof scientificandtechnologicalinnovationofenterprisesandeventhecountry.Because R&Dactivitiesareintheinvestmentstageforalongperiodoftimeafterthebeginning, thereturncycleislongandtheenterprisesarefacedwithmanyproblemssuchas researchanddevelopmentfailureandcapitalshortage,whichseriouslyhinderthe enthusiasmofenterprisesforR&Dactivities.Therefore,howthegovernmentcan stimulateenterprises'enthusiasmforR&Dinvestmentfromtheoutsideisparticularly critical.Thispaperstartsfromimprovingtheeffectivenessofgovernmentsubsidies, hopingtoprovidetheoreticalandpracticalreferenceforgovernmentsatalllevelsto formulatesubsidypoliciesthroughtheresearchonpharmaceuticalenterprises. Domesticandforeignscholarshaveconductedtheoreticalanalysisandempirical researchontheimpactofgovernmentsubsidiesonenterprises'R&Dinvestmentfrom multipleperspectives.Foreignrelatedresearchstartedearlier,anditstheoretical analysisandresearchmethodshavegreatreferencevalue,butthereisabiggapbetween theresearchbackgroundandChina'ssituation,andthereferencevalueoftheresearch resultsislimited.RelevantresearchesinChinastartedlate,andmostofthemare theoreticalpolicyanalysisandmacrodataresearch,withfewcasestudiesonspecific industriesandspecificenterprises.TakingFosunPharmaasanexample,thispaper makesamorespecificanalysisoftherelationshipbetweengovernmentsubsidiesand enterprises'R&Dinvestmentonthebasisofexistingresearch.
