本论文主要通过供应链视角分析地方政府的药品监督管理,深入的解析医

药供应链上信息不对称、参与主体的利益诉求、地方政府监管策略等问题,提

出药品监督工作新思路和新方法,主要有以下四方面主要内容:

一是我国地区药品监管的现状及存在的问题。当前我国药品从生产到销

售,从企业到医院,按照分阶段多部门进行监管。但现有的监管机制和体制没

有起到有效的监督和管理,存在很多风险和矛盾,对这些问题的梳理和思考是

本论文进行深入研究的前提。

二是药品供应链监管中的利益主体分析。药品供应链监管中的利益相关者

主要有地方政府、企业和消费者,其中企业包括了在药品流通中涉及到的药品

生产企业、药品批发企业、医院和药品销售连锁店等,他们之所以对药品供应

链拥有不可忽视的各种影响,是因为他们各自具有自己的利益诉求,在不同的

状况下,不同利益主体的诉求或统一或矛盾,交织一体,形成了最终的药品的

生产到消费流转过程。

三是主要讨论我国药品供应链上监管模式和策略。因信息不对称和检测的

局限性,用药者对药品的安全性毫无所知,这要求以机制来调动生产者、经营

者、消费者和政府的积极性,并改进监管的渠道和方法。

四是宁波市基于药品供应链监管的实践和政策建议。探讨药品供应链上监

管从限制性规制向激励性规制的转变的政策。

Abstract

This paper mainly analyzes the supervision and management of drug supply chain in China.

Through analysis of pharmaceutical supply chain information asymmetry, the main interests of

participant, local government regulation policy, the paper puts forward new ideas and new methods

for drug supervision work, mainly in four aspects:

One is present situation and problems of China drug supervision and (Taking Ningbo city as

an example). In the present, drug from production to sales, from enterprise to hospital, is regulated

by multiple sector. But the existing supervise on mechanism and system did not have effective

supervision. There are many risks and contradiction. These problems and sort of thinking in this

paper is an in-depth study.

Second is interesting of the subject in drug supply chain. Subjects in drug supply chain

include local government, enterprises and consumers. They have different interesting in this game,

which sometimes is unified, sometimes conflicted.

Third is game theory and strategy on drug supply chain supervision. Because of information

asymmetry and limitations of the assay, drug users have no knowledge on safety of medicines. So,

it is very important to arouse generator, operator, consumer and government actively, and improve

the regulation of channel and method.

Last part, this paper discusses the policy of the supervision of drug supply chain transforming

from restrictive regulation to incentive regulation.
