可行性研究是在工程项目拟建或投资之前，通过对与项目有关的市场、资源、工程、 经济和社会等方面的问题进行全面分析、论证和评价，从而确定项目是否可行或选择最 佳实施方案的一项工作。可行性研究的最终成果是可行性研究报告，它是投资者在前期 准备工作阶段的纲领性文件，能够为正确决策提供依据。 本文以广州棋院项目的可行性研究为研究对象，对该项目的有关社会、经济、技术 等方面进行深入细致的调查研究，对各种可能采用的技术方案和建设方案进行技术经济 分析和比较论证，对项目建成后的经济效益进行科学的预测和评价。并以此为根据，对 拟建项目的技术先进性与适用性、经济合理性与有效性，以及建设必要性和可行性进行 全面分析、系统论证、多方案比较和综合评价，为项目投资决策提供可靠的科学依据。 并以此作为编制设计文件、建设单位与各协作单位签订合同和有关协议，环保部门、地 方政府和规划部门审批项目，施工组织、工程进度及竣工验收，依据项目后评估提供可 靠的依据，为棋院项目的顺利开展提供有力的保证。 广州棋院项目可行性研究报告主要使用有无对比方法从项目兴建理由、项目定位与 项目目标、项目选址、建设规模、组织结构与人力资源配置、项目实施进度、投资估算、 财务评价、经济效益分析、社会评价等方面逐一对项目可行性和必要性进行分析。 项目选址采用列表必选法，投资估算采用比例估算法、指数估算法、平米造价估算 法等，财务评价采取定量分析法和定性分析法，经济效益分析及社会评价采用社会基础 数据的收集方法、有无对比评价法、综合分析评价法等。 本文的目的在于通过对广州棋院项目的可行性研究，针对本人所在欧亿·体育（中国）有限公司及单位所从 事的有利于提高城区的城市功能和综合实力的政府投资的公益性公共建筑项目等市政 配套设施建设的具体分析，将项目论证的理论与实践相结合，为决策者提供更为详尽的 欧亿·体育（中国）有限公司与决策依据。 关键词，广州棋院；可行性研究；财务评价；经济效益分析；社会评价ABSTRACT Feasibility study refers to a thorough analysis, demonstration and evaluation on the project involved with relevant markets, resources, engineering, economic and social factors. And it aims to demonstrate the feasibility of one project or to pick up the best solution to implement. Thus, it leads to feasibility study report (FSR).Feasibility study serves the purpose of framework document on the pre-work preparation stage and it help to provide a basis for decision-maker. The thesis intends to make a research on the feasibility study of the Guangzhou chess venue. What the research consisted of is as follows: A deep and careful survey about this project along with relevant social , economic and technological aspects; A cost-effectiveness analysis and comparison demonstration on every technical scheme and development scheme available ; A forecast and assessment on the economic reward after the project. Based on what has been done, it carried out overall analysis, systematic demonstration and comparison of several solutions and comprehensive assessment on technical advancement and applicability, economic rationality and validity, necessity and feasibility so as to make a wise investment decision by providing the liable proof. It is also the foundation to draw up papers, sign contracts and agreement among construction units and coordinating units. The project approved by the environmental department, local government and planning department might be rest on it. It provides a scientific basis for project construction organization to check and accept the progression and completion of the project. Last but by no means not least, this thesis guarantees the chess venue project carried out smoothly. The FSR of Guangzhou chess venue project analyzed the feasibility and necessity of this project in terms of the reason to initiate the project, project positioning, project target, project site selection, construction scale, organizational structure, HR allocation, project progression, investment estimation, financial appraisal, analysis of economic reward, social assessment. In this thesis, one-out-of-two method is chose to make site selection; scale assessment method, index assessment method and cost estimation method are for investment assessment; quantitative analysis method and qualitative analysis method are used for financial appraisal; social basis data collection method, with and without antitheses method and comprehensive evaluation method are adopted to do economic reward analysis and social assessment. This thesis is made a concrete analysis of public welfare construction project and municipal administration matching facilities aiming at enhancing the urban function and overall strength invested by the government. This analysis is based on the FSR mentionedbefore. The thesis is meant to integrate the demonstrated theory into practice so as to provide full details and basis for decision-makers.
