发展趋势,研宄桂林电商谷目前的建设运营基本情况,来分析桂林电商谷在园区建设发
展方面取得的效果以及面临的瓶颈,并借助相关电子商务与专业园区的理论,提出桂林
电商谷的战略发展定位与战略选择以及保障措施
本文首先对桂林电商谷的外部环境进行分析,包括桂林电商谷面临的政治、经济、
社会、技术等环境因素,同时也对桂林电商谷的内部资源进行分析,包括桂林电商谷的
土地资源、基础设施、空间承载能力,以及品牌商誉、技术支撑、服务配套、电商应用
等,通过波特五力分析模型、SWOT分析法等对桂林电商谷发展战略进行选择,从而得出
桂林电商谷的战略发展定位与战略选择
本文还为桂林电商谷发展战略的实施提出了保障措施,包括完善顶层设计、抓好基
础设施建设、加强人才培育储备、强化宣传推广以及完善服务支撑体系等

I STRATEGIC RESEARCH OF GUILIN ELECTRIC
VALLEY&39;S DEVELOPMENT
ABSTRACT
E-commerce is the Internet-based economic activity, and its development has created a
spike in recent years with its openness and sharing characteristics and advantages of low cost
and high efficiency; moreover, it has widely pervaded in every area of production, circulation
and consumption, which not only provides a new space for the mass to start up business and
for the innovation, but also becomes the new highlight of Chinese economic development and
new power of social development. At the same time, it begins to take on a cluster
development trend. E-commerce Industrial Park is the accelerated combination of
e-commerce and traditional industries, and is the form of cluster development of e-commerce.
The construction and development of E-commerce Industrial Park, not only is conducive to
promoting the rapid development of e-commerce industry, driving development of
warehousing, logistics, finance and related industries and forming an ecosystem, but also
promotes cluster demonstration effect of the park. That is, e-commerce industry promotes the
transformation and update of traditional industries, and propels the transformation of
economic growth mode,so as to achieve regional economic coordinated development and
improve the comprehensive competitiveness. Therefore, it is necessary to develop a new
strategy that not only adapts to reform and development of the external environment but also
accords with development requirements of the park under economic new normal. Only in this
way can the long-term healthy and sustainable development be realized.
This paper analyzed the development trend of E-commerce Industrial Park under the
background of widely infiltration and rapid development of e-commerce. Based on the
analysis, it researched the basic situation of current construction and operation of Guilin
Electric Valley, so as to analyze achievements and bottlenecks in the construction of Guilin
Electric Valley. Finally,employing theories of related e-commerce and professional park,this
paper put forward the development strategic positioning, strategic choice and supporting
measures for the Guilin Electric Valley.
Firstly, it made an analysis on the external environment of Guilin Electric Valley,
including political, economic, social, technological and other environmental factors.
II Moreover, it analyzed internal resources of Guilin Electric Valley, which included land
resources, infrastructure, space carrying capacity, brand reputation, technical support,
ancillary services and e-commerce applications. By use of Porter&39;s five forces analysis and
SWOT analysis, development strategy of Guilin Electric Valley was selected, thus obtaining
development strategic positioning and strategic choice of the Guilin Electric Valley.
This paper also puts forward supporting measures for the implementation of Guilin
Electric Valley development strategy, including improving the top-level design, strengthening
infirastructure construction, strengthening the cultivation of talents, intensifying publicity and
promotion and perfecting service support system.

1.1选题背景与研究意义
1.1.1选题背景
桂林国家高新区是国务院批准的第一批国家级高新技术产业区,行政区域面积121
平方公里,31万人口,面积43平方公里。目前已初步形成电子信息、生物医药、现代
服务业三大主导产业。桂林电商谷于2015年3月正式挂牌成立,作为桂林国家高新g
的园中园,是以电子商务为发展主线的电子商务园区,总规划面积20万平方米,其中
己经投入使用的一、二期建筑面积6万平方米。近年来,桂林国家高新区对电子商务产
业高度重视,将其作为现代服务业的重要支柱产业来抓,并以“桂林电商谷”为基地和
载体,有机串联一、二、三产业,加速产业转型升级;吸引了一批诸如阿里巴巴、慧聪
网、东盟商品交易所、广东科海等大型电商企业,千烨、乔兰朵、智泰社区等本土成长
性较好的电子商务企业,以及小冰火人、潮志、中航信、淘乐网、怡亚通等第三方服务
机构。现有电子商务及相关服务企业】〇〇多家,初步形成了电子商务产业集聚区,2014
年列入“广西100个重点服务业项目”,2015年获批国家级电
