本文首先对国内外大量库存现金管理、扁平化管理文献进行梳理与分析。通
过对库存管理流程、现金持有理论、扁平化模式等相关理论基础的研究,通过
中国邮政储蓄银行宁波分行在现金库房运营管理中的现状分析,发现其目前的
现金作业模式造成行内大量的内部损耗,并且使现有的库存现金管理流程效能
低下,甚至可能存在一定的操作风险。在此基础上研究以中国邮储银行宁波分
行为例,结合相关理论基础和大量的文献研究,探讨了一种新型的现金运营管
理模式,即通过现金库房作业外包模式实现全行现金运营扁平化管理的创新的
现金运营模式,把现金库房后台现金集中清分、归集等一系列工作全部转移给
专业的现金服务外包公司,同时通过配备行内自助研发的电子缴拨系统,依托
外包公司运营体系实现网点与一级分行缴拨关系的扁平化管理
目前商业银行基本都采用现金库房自主管理的模式,而中国邮政储蓄银行宁
波分行作为宁波辖内第一家,也是中国邮政储蓄银行全国分支机构内第一家实
现现金库房外包的商业银行,经过验证此外包模式加快了现金运作速度,提升
了现金周转率,降低运营成本,减少了一部分操作岗位,优化了行内劳动力配
置,事实证明此举也适当规避了现金作业操作风险,提生了同欧亿·体育(中国)有限公司地位,现金
运营的外包模式值得在同欧亿·体育(中国)有限公司内推广

Abstract
The current society with the rapid rise of the financial economy, various forms of financial
resources have emerged, and cash is the most important financial resources, the most indispensable
part. With the rapid development of interest rate marketization and financial internationalization,
the current commercial banks have experienced internal and external pressure. Cash management
is the core link of the liquidity management of commercial banks, which is related to the high cost
of operation and management fees and cash risk, customer satisfaction, bank reputation and so on.
And most of the existing commercial banks cash warehouse operating mode is still only dependent
on the hands-on mode of operation, resulting in commercial banks, non-profit assets, cash
management is still slow to develop, more operational risk has always constrained the development
of this business.
This paper first combs and analyzes a large number of cash management and flat
management literature at home and abroad. Through the analysis of the existing theoretical basis of
the inventory management process, the current holding theory, the flat model and so on, through
the analysis of the status quo of the China Postal Savings Bank Ningbo Branch in the operation and
management of the cash warehouse, it is found that the current cash operation mode causes a large
number of internal Loss, and make the existing inventory cash management process inefficient,
and may even have some operational risk. On the basis of this, this paper studies the Ningbo
Branch of China Postal Savings Bank as an example. Based on the relevant theoretical basis and a
lot of literature research, this paper explores a new type of cash operation and management model,
that is, through the cash warehouse operating outsourcing model to achieve full cash operation flat
management of the cash flow of innovative business model, the cash warehouse background cash
collection, collection and a series of work all transferred to the professional cash service
outsourcing company, at the same time through the line with self-developed electronic payment
system, relying on outsourcing company operating system To achieve the network and a branch of
the relationship between the flat management.

At present, commercial banks have adopted the model of self-management of cash warehouse,
