摘要
M 电网公司成立于 2009 年 6 月，以运营电网作为公司核心开展业务，由于该
公司成立较晚，物资采购集约管理仍然存在较多薄弱环节，其中一级管控、二级
作业”的物资采购集约化管理体系还需要进一步完善，物资管理机制及个中细节还
需要进一步优化

本文将针对 M 电网公司的深化实施物资采购集约化展开以下研究，首先基于 M
电网公司物资集约化的管理现状展开分析，对比目前领先供应链管理实践，分析 M
电网公司在实现物资集约化管理过程中存在的问题，为后续实现深化 M 供电公司物
资集约化管理建设方案提供优化依据。继而基于集团公司发展战略制定物资集约化
管理思路、原则及目标，从多方面综合分析物资集约化管理的重点注意事项。以三
集五大”整体出发对物资集约化实施方案与其它二集”及五大”体系的协调配合展
开分析，深入分析深化物资集约化管理实施方案的战略要求

最后，结合 M 电网公司的现实情况，从优化物资供应机构设置、规范物资集约
化工作职责、深化物资管理配套设施、优化物资管理业务流程、构建科学合理的仓
储配送体系方面制定 M 电网公司深化物资集约化管理方案。最后从组织保障、制度
保障、人员保障、管控保障四个方面提出了多维度的保障体系，基于深化物资集约
化管理方案实施过程的风险预测提出对应的防范措施和配套措施，以期全面提高 M
电网公司物资供应服务水平、物资管理的效率效益和物资统筹能力

Abstract
M Power Grid Corp was founded in June 2009, its core business is operating the
power grid. M Power Grid Corp set up so late that still exist many weak links in material
procurement intensive management, among which the material procurement intensive
management system of level one control, level two operation”, also material
management mechanism and more details still need to be further optimized.
This article launches the following research of M Power Grid Corp by focusing on
deepening the implementation of the material intensification . Firstly, based on the
management status of M Power Grid Corp material intensification, compare to advanced
supply chain management practice in this stage and analysis its problem in the process of
achieving material intensive management. It will afford optimization reference to
deepening material intensive management construction in future. Then, based on the
development strategy of the group , the paper puts forward the idea, principles and
objectives of material intensive management and analysis comprehensively its important
notices from many aspects. From the point of ‘Three Intensifications and Five Systems’
as a whole, further the research into the coordination and cooperation between material
intensive implementation plan and other ‘two Intensifications’ and ‘Five Systems’.
in-depth analysis the strategic requirements for deepening the material intensive
management implementation plan.
According to the practical situation of M Power Grid Corp ,from the optimization of
material supply institutions, standardized material intensive work responsibilities, deepen
the material management facilities, optimize material management business process, the
construction of scientific and reasonable warehousing and distribution system of M
Power Grid Corp to deepen the material intensive management scheme. Finally, the multi
dimension security system put forward from organization guarantee, system security,
personnel security, security management four aspects, deepen the risk material intensive
management program implementation process put forward corresponding preventive
measures based on the forecast, in order to improve the efficiency and overall ability of
M Power Grid Corp supplies lies supply management service level.
