在海绵城市建设如火如荼的推进中,从中央到地方都非常重视,行政手段持
续推出,但由于缺少明确的相关绩效考核标准,作为投资方缺少专业的相关知识,
导致行政强制要求的雨水回用工程在设计,制造及使用上千差万别,良莠不齐,
这将导致最终海绵城市建设的最终使用效果上来看,显然是仅有较低的参考价值,
只有在较为合适及准确的绩效管理系统推动下,给投资方产生经济效益及综合利
益,才能使雨水回用的功效发挥最大。
本文旨在通过对相关雨水回用工程进行初步数据收集,分析整理,运用经济
学相关理论及数学建模,试图整理并构建海绵城市建设的重要组成部分——雨水
回用工程中较为理想的绩效评价体系,使投资方(业主)可以在顺应政府政策及
法规对应的要求同时,可以深入的结合项目本身的水生态、水安全及水环境,将
社会责任落实,并达到积极收回投资成本以及提高项目盈利能力的目的。

Abstract
The sustained and healthy development of China&39;s social and economic
construction, to a great extent, provides a powerful impetus to the development of
urbanization, and urbanization is also a necessary road to promote overall social
progress. But we also found that with the rapid China urbanization, a series of city water
system problems have gradually surfaced, become a hot topic, such as the frequent
occurrence of city waterlogging, water environment deterioration, the shortage of water
resource. Therefore, in the tide of China&39;s economic construction, it is particularly
important to adhere to the innovative road of urbanization and achieve sustainable
development strategy. In eighteen big reports of the party has clearly put forward in the
face of severe resource constraints, serious situation of serious environmental pollution
and ecosystem degradation, must establish respect for nature, comply with nature,
protecting the natural ecological civilization, the ecological civilization construction in a
prominent position. Therefore, the design and construction of a certain amount of
natural accumulation function, has the natural penetration ability, good natural
purification function of sponge city system construction is the construction of social
economy especially is one of the important contents of the construction of ecological
civilization must also is a major task in our city construction in the future.
Urbanization is a powerful engine to maintain the sustained and healthy

progress in an all-round way. However, at the same time of rapid urbanization in China,
a series of urban water problems inevitably appear, such as frequent waterlogging,
deterioration of water environment and shortage of water resources. Therefore, we must
innovate the road of urbanization and realize sustainable development. In eighteen big
reports of the party put forward clearly in the face of severe resource constraints,
serious situation of serious environmental pollution and ecosystem degradation, must
establish respect for nature, comply with nature, protecting the natural ecological
civilization, the ecological civilization construction in a prominent position. To build a
sponge city with natural accumulation, natural infiltration and natural purification is an
important content of ecological civilization construction, and is also a major task for
China&39;s urban construction in the future.
In the city to promote the sponge like a raging fire, from the central and local
governments have attached great importance to administrative means, continue to
launch, due to the lack of a clear performance appraisal standards, as investors lack
professional knowledge, resulting in engineering design in the back of administrative
compulsory requirements of the manufacture and use of rainwater, so that the final
effect obviously uneven in quality. It is worth discussing, only in the performance
management system to promote appropriate and accurate, generate economic benefits
and comprehensive benefits to investors, in order to make the maximum effect of
rainwater reuse.
This paper aims at the preliminary data collection, reuse project related to rain in
Nanjing area is analyzed, using the relevant theories of economics and mathematical
modeling, attempting to organize and construct the performance evaluation system of
Nanjing area rainwater may exist in the investors (owners) in compliance with
government policy requirements at the same time, the implementation of social
responsibility and, to recover the investment cost and profit.
