Employees in Jilin Railway Section of Shenyang Railway
Administration
Abstract
To improve the staff performance management of railway enterprises, constructs
a set to conform to the modern concept of human resource management and
strengthening the operating characteristics of employee performance evaluation index
system of grassroots effective implementation of performance management, has
important practical significance to enhance the management level of railway
enterprises. This paper takes Shenyang Railway Bureau, Jilin Public Works section as
the research object, discusses the design and implementation of railway station
maintenance staff performance appraisal system, through the re construction of the
employee performance evaluation index system, aiming at solving the practical
problems existed in the process of the performance management of the past.
The diagnosis of Shenyang Railway Bureau Jilin Public Works section of
employee performance evaluation system of the status quo and problems. The
investigation on the current situation of production through the performance appraisal
system of Shenyang Railway Bureau Jilin Public Works section staff, and the results
were carefully analyzed, find the characteristic of the performance appraisal system
and the main problems appeared: "safety results, performance characteristics of light
driven"; assessment level is relatively simple, the job performance level the evaluation
index set common random and systematic evaluation index; the pursuit of "big and
complete"; descriptive index rather than quantitative index is too small; results
structure ratio index and process index imbalance; refers to the connection between
each scale is relatively low.
In view of the shortcomings in the current performance evaluation system of the
station, re design of the performance appraisal scheme for the production of the

company's employees. This paper mainly uses the KPI method as the main idea of
performance appraisal scale construction, and on this basis, combines the behavior
control method and the grade evaluation method and other assessment methods. In
science, rationality, efficiency, operability of the original performance evaluation
system optimization. Using the method of literature research, questionnaire survey
method and weight factor judgment method, find the measure group of employees,
from work performance, work attitude, work ability and quality structure, intelligence
structure of the five dimensions of evaluation of employee performance, reflecting the
comprehensive new performance appraisal system and rationality of using the theory
of performance management in modern enterprises, solve the evaluation index of
employee performance, determine the index weight and decomposition of the division
of specific operational level issues, and ultimately complete the optimization design of
the new evaluation index system, the performance evaluation results should be used for
compensation, transfer, dismissal, promotion, praise, and the establishment of the
implementation of the new performance appraisal system of the security system.
