本文以某国有煤矿生产和销售企业 Y 公司为研究对象,按照提出问题、分析问题和
解决问题的思路展开研究。首先,论述了煤矿企业目前的安全生产情况,指出对 Y 公司
的安全文化建设进行研究的意义和作用。随后,评述了国内外有关建设安全文化的研究
文献,对与安全文化有关的理论进行了阐述。接着,分析了 Y 公司安全文化建设和执行
现状,指出了其中存在的问题和原因。进而制定了安全文化建设的目标、原则和总体思
路,提出从安全理念、文化故事、行为规范、安全制度和标识体系等方面进行安全文化
建设的具体内容。最后,从安全文化的理念、行为、制度和物质四个层次说明了 Y 公司
安全文化建设实施步骤,从丰富文化载体、提升员工素质和加强管理沟通等三个角度提
出了保障措施
本研究有助于 Y 公司构建完善的安全文化体系,推动企业实现健康发展。同时也可
为其他矿山企业的安全文化建设提供借鉴

ABSTRACT
At present, China's coal industry has entered a period of fine management, coal mine
safety production has become one of the important work of the enterprise. The key problems
to be solved in the development of enterprise is what measures should be taken to prevent the
occurrence of safety problems. In recent years, China's economy has achieved a rapid
development, the state investment in all aspects of the growing, coal mine in our country has
established a relatively perfect hardware facilities, compared with other countries, China's
coal mine enterprise hardware level is not low, but in the safety culture, China's coal mining
enterprises and other countries are there is a big gap. On the control and prevention of coal
mine accidents are concerned, rather than technical, production settings, safety culture play a
role is most important, the establishment of a good safety culture, can effectively reduce the
rate of accident.
This paper takes a state-owned coal mine production and sales enterprise Y company as
the research object, according to proposed the question, analysis question and solve the
problem of the idea of the study. First of all, discusses the coal mine enterprise safety at
present, points out the meaning and function of safety culture construction of Y company.
Subsequently, on the construction of safety culture in the research literature at home and
abroad, the related theories of safety culture. Then, analysis of the Y company and the status
of implementation of safety culture construction, and points out the existing problems and
reasons. And then set a goal, principle and overall train of thought of the safety culture
construction, puts forward the specific content of the construction of safety culture, safety
culture from the aspects of the concept of the story, behavior norms, security system and
labeling system etc.. Finally, from the concept of safety culture, behavior, system and
substance of four levels of the safety culture construction of Y implementation steps, from the
rich culture, enhance staff quality and strengthen the management of communication and so
on three aspects put forward the guarantee measures..This study is helpful to Y company to build safety culture system, to promote the healthy
development of enterprises. At the same time also can provide a reference for the construction
of safety culture and other mining enterprises..
