本文以长春市城市建设用地为研究对象,按照主导用途等原则,将长春市城
市建设用地划分为:居住功能区、商业功能区、工业功能区、行政办公功能区、
教育功能区和其他功能区等六类功能区,共计 583 个。在功能区划下,根据不同
类型功能区土地集约利用的内涵不同,分别构建评价体系并选取评价指标,采用
层次分析法和改进后的熵值法综合确定各评价指标的权重值,应用多因素综合评
价法确定各个功能区的集约度分值,并在此基础上,测算长春市城市建设用地整
体以及各类型功能区整体的集约利用状况,最后针对长春市城市建设用地利用中
存在的问题,提出促进土地节约集约利用的对策和措施。研究得出以下结论:
1. 本文将长春市中心城区的城市建成区共划分出六类 583 个功能区,其中,
居住功能区 265 个,商业功能区 93 个,工业功能区 121 个,行政办公功能区 10
个,教育功能区 61 个,其他功能区 33 个。
2. 本文针对不同类型的功能区分类构建了评价指标体系,更加准确直观地
反映出长春市城市建设用地中各类型功能区的集约利用状况,为其他城市进行土
地集约利用提供参考。
3. 功能区评价结果表明:长春市城市建设用地功能区的土地利用类型以集
约利用为主,其次是欠集约,其中,过度利用功能区 82 个,集约利用功能区 240
个,欠集约功能区 161 个,粗放利用功能区 100 个。
4. 整体评价结果表明:长春市城市建设用地整体属欠集约水平,居住功能
区属欠集约水平,商业功能区属集约利用水平,工业功能区属欠集约水平,行政
办公功能区属欠集约水平,教育功能区属集约利用水平,其他功能区属粗放利用
水平。
5. 长春市城市建设用地集约利用建议:针对长春市城市建设用地的利用状中文摘要
况和社会经济发展情况,结合城市建设用地集约利用的制约因子,从加强存量土
地深度利用和再开发,推动城市发展由外延式发展向内涵式发展转变;合理制定
城市发展战略,正确引导城市发展方向;加强监督管理力度,建立土地集约利用
奖惩机制;加大节约集约用地宣传力度,完善公众参与机制等四个方面提出政策
建议,以促进长春市城市建设用地资源的可持续发展。

Abstract
Study on Functional Zoning and Evaluation on Intensive Use of
Urban Construction Land in Changchun City
Urban construction land is the basis of urban construction and development. The
rapid development of urbanization has brought prosperity to the socio-economic, but
also brought many problems to urban land use, such as: inefficient land use, illegal
land use and environmental destruction. China is now in a critical period of reform
and development. The problems of urban construction land in the urbanization
process need to be resolved immediately. Therefore, it is the inevitable choice
of China's urban development to promote the intensive use of land vigorously.
This paper takes urban construction land in Changchun city as the research object.
And according to the dominant use principle, urban construction land in Changchun
city is divided into: living functional areas, business functional areas, industrial
functional areas, administrative office functional areas, education functional areas and
other functional areas, a total of 583. Based on functional division, according to the
connotation of the intensive land use of different functional areas, evaluation systems
are constructed respectively. AHP and improved entropy method are used to calculate
the weight of each evaluation index. And multi-factor comprehensive evaluation
method is used to estimate the intensity score of every functional area. On this basis,
overall intensity scores of urban construction land in Changchun city and each type of
functional areas are calculated. For the problems of Changchun urban construction
land use, policies and measures to promote conservation and intensive land use are
proposed. This paper obtains the following conclusions:
(1) In this paper, urban construction land in Changchun city is divided into 583
functional areas: 265 living functional areas, 93 business functional areas, 121
industrial functional areas, 10 administrative office functional areas, 61 education
functional areas and 33 other functional areas.
(2) In this paper, different evaluation systems are constructed for different types of
functional area, which can reflect the intensive situation of urban construction land in
