农村经济的快速发展对农村地区的土地利用提出了规模化经营与集约化利用的要

求,成为农地承包经营权流转的现实基础。农地流转是我国在社会主义市场经济条件下

实现农地资源优化配置的必然选择,其对于提高农业生产经营效率、加快农村地区经济

社会建设、增加农民收入等都具有重要意义。然而目前我国的农地流转仍然存在着诸多

不合理之处,流转过程当中常常出现偏差,致使农地流转出现了一些比较严重的问题,

流转中的各种风险也愈加增大,部分风险现实发生并使正常的流转秩序遭受冲击,严重

违背了我国农地流转的初衷。对农地流转中的风险问题亟需进行深入研宄。

农地流转中的风险己逐渐成为我国农村地区发展中的现实隐忧与制约瓶颈,它影响

了农地流转的良性运行,在一定程度上阻碍了农村经济的繁荣与社会的稳定。本研宄以

浙江省A乡为研宄案例,通过深入调查地点进行实地走访、问卷发放等工作,对A乡

农地流转的现状进行总结,并对A乡农地流转中的风险的识别、成因与形成机理进行系

统性的深入分析,从而为我国的农地流转风险管理提供一个案例参考。

本文首先阐述了我国农地流转的现实背景,阐明了研宄农地流转风险识别与控制的

意义,在国内外学者先前的研宄基础上确立本文的研宄方向,确定本论文的研宄框架。

接着阐述本研宄的理论基础以及核心概念的界定,明确论文的理论支撑与研宄范围。接

下来对我国建国后不同历史时期的农村土地制度及其相应的流转风险做了一个梳理与

归纳,为本研宄提供一个历史对比。然后借鉴复合生态系统理论的理念对农地流转风险

的识别与控制提出了一条分析路径,在此基础上切入本文的研宄案例浙江省A乡,并借

助系统性思维以及分解分析法对A乡当前农地流转中的风险进行识别,将风险归类为经

济、社会、自然三大类并加以具体分析。在风险识别的基础上,本文又进一步探宄不同

风险形成背后的一般规律和深层联系,剖析A乡农地流转风险的成因与形成机理。最后,

在对A乡农地流转风险进行深入分析的基础之上,分别从经济、社会、自然三个角度为

A乡农地流转风险的控制提出若干相应的方法建议。

A Research of the Risk Identification and Control of

Agricultural Land Transfer

Base on the Case Analysis of “A,,town in Zhejiang Province

Abstract

The rapid development of China's rural economy raises a claim on scale of operation and

intensive use to the land use of rural area, which becomes the realistic basis of the transfer of

contractual right of agricultural land. The transfer of agricultural land is an inevitable choice

which is to optimize the allocation of farmland resources under the socialist market economy

condition with Chinese characteristics. That is significant not only to improve agricultural

productivity or to accelerate the economic and social construction of rural area, but also to

increase rural incomes. However, there are numerous unreasonable places in current

agricultural land transfer, deviations have become common phenomena. They result in more

serious problems to some extent meanwhile increase the risk of agricultural land transfer.

Some risks have occurred and therefore cause shocks to the normal order of agricultural land

transfer so as to seriously deviate from China's original intention. So, an intensive research on

risk management of agricultural land transfer is extremely urgent.

The risks of agricultural land transfer are gradually becoming worry and bottleneck that

restrict the development of rural area in China. They influence the positive operation of

agricultural land transfer and in some degree hinder the economic prosperity and social

stability of rural China. This research chooses “A,,town in Zhejiang Province as an example.

By works that visiting “A” town and issuing questionnaires, this paper summarizes the current

situation of agricultural land transfer of “A” town, and systematically analyzes the

identification, causes and mechanism of the risks in “A” town's agricultural land transfer, thus

to provide a case reference for risk management of agricultural land transfer in China.

Firstly, this paper expounds the background of agricultural land transfer of China, and

illuminates the meaning of studying risk identification and control of it. Base on the past

research results, this paper decided research orientation and research framework. Secondly,

the basic theories and key concepts of this research are explained to offer theoretical support

and to make the range of this study clear. Thirdly, this paper concludes the rural land system

and homologous transfer risks of different historical period after the founding of PRC so as to
