从上世纪80年代开始,中国公用事业领域也同其它领域一道启动了改革开放
的序幕。各地方政府特别是中大型城市希望通过公用事业民营化进程来创建公用
事业的市场体制和机制,实现提高经营发展效率、促进适度发展和促进社会公平
的城市发展目的。在这样的大环境下,许多外资纷纷进入中国公用事业领域,这
其中进入自来水领域的外资企业最为突出,其次是公共交通领域和城市燃气欧亿·体育(中国)有限公司。
但是由于中西方文化、管理思想和管理模式等多方面的差异,导致外资企业进入
公用事业领域面临着诸多冲突和挑战,外资企业如何实施有效冲突管理,不仅关
系到外资企业在中国公用事业领域的生存和发展,也关系到中国公用事业领域改
革的成败,更关系到公众自身的切身利益。
由于从政府、政策和监管层面对公用事业改革方面的研究较多,而从外资企
业角度来应对中国公用事业改革的研究几乎为空白,本文就此选择外资企业进入
中国公用事业领域后所面对的冲突管理进行初步研究。
本文将外资企业在中国公用事业领域的冲突管理以公司为界划分为外部冲突
和内部冲突分别进行研究,外部冲突管理主要研究公司所面对的监管、公众利益
和利益相关者三方之间的冲突管理,内部冲突管理主要研究公司在运营管理建立
现代化公用事业企业制度过程中需要开展的跨文化冲突管理和企业体制冲突管理,
最后就外资企业进入中国的冲突管理提出对策建议。

RESEARCH ON CONFLICT MANAGEMENT OF FOREIGN
ENTERPRISES INVOLVED WITH PUBLIC UTILITIES
MANAGEMENT IN CHINA
ABSTRACT
Starting from 1980s,public utilities, just like other businesses in China, entered the
era of Reform and Opening-up. Local governments,particularly those of medium and
large cities,hoped to develop new market-oriented system and mechanism of public
utilities management through privatization and such system and mechanism would
contribute to the overall development of the city as they were supposed to improve
economic efficiency, advance development and enhance social equality. In the context
of privatization,many foreign enterprises got involved vsdth public utilities management
in China. Water distribution was one area that privatization happened most frequently,
followed by public transport and urban gas distribution. However, due to differences in
culture, management philosophy and management model between Chinese and Western
companies, foreign enterprises faced with many conflicts and challenges when they
participated in public utilities management. Whether and how these foreign enterprises
achieved effective management of the conflicts was not only a concern about the
survival and development of foreign enterprises involved with public utilities
management, but also 汪 concern about the success or failure of China's reform on public
utilities management. More importantly, it was a concern about public interests.
Since there were abundant research on public utility reform from the perspective of
governance, policy and regulation but the research from the perspective of foreign
enterprise was nearly non-existent, this paper will initiate study on foreign enterprises'
conflict management after their participation in public utilities management.
The paper will examine both external and internal conflicts defining the company itself
as the boundary for external and internal. For external conflicts, conflicts over different
interests of regulator, the public and stakeholders will be reviewed while for internal
conflicts cross-cultural conflicts and conflicts over different enterprise systems in
day-to-day operation and management of the company will be analyzed. The paper then
put forward recommendations for foreign enterprises' conflict management in China.
