新能源产业是全球能源科技和产业的重要发展方向。在我国经济步入新常态

背景下,推动新能源产业发展,对区域经济结构优化、生态环境保护都有重大意

义,而新能源产业的发展离不开产业政策的支持。

本文通过文献分析法和对比分析法,结合昆明市实际情况,在辨析相关概念

的基础上,以产业政策相关理论为基础,研宄了新能源产业政策的供给与需求,

分析了昆明新能源产业发展概况、新能源产业政策实施的现状及存在问题,以及

新能源产业发展面临的机遇与挑战等因素,总结了国内外在新能源产业政策方面

的先进做法和经验。论文还以昆明电网和新能源汽车产业为例,对昆明新能源产

业发展政策的供给和需求进行了分析。

本文基于新能源发展趋势、国内产业政策、市场导向等因素,特别是针对新

能源产业政策实施过程中存在问题和新能源产业发展面临的问题困难,参考国内

外先进经验,就昆明新能源产业发展政策提出了八方面的建议:一是加强新能源

产业规划;二是加大新能源产业财政政策的落实;三是积极扶持新能源产业龙头企

业;四是不断创新融资方式;五是大力推动新能源产业集群的发展;六是推动新能

源供应方式变革;七是加强新能源产业发展国际合作;八是重视人才引进工作,提

升新能源产业科技研发能力。

A STUDY ON THE INDUSTRIAL POLICY OF NEW ENERGY

IN KUNMING CITY

ABSTRACT

New energy industry is an important development direction of the global

technology and industrial energy. In the background that our economy has moved into

the era of new normality, promoting the development of new energy industry has great

significance to the optimization of regional economic structure and the protection of the

ecological environment. Moreover, tiie development of new energy industry cannot do

without the support of industrial policies.

Through the literature analysis method and contrast analysis method, combined

with the actual situation of Kunming City, based on analyzing the related concepts,

and with the industrial policy related theory as a foundation, this article studies the

supply and demand for new energy industry policy, analyzes the existing situation and

industrial policies of Kunming's new energy industry development and the opportunities

and challenges facing Kunming's new energy industry, and examines the practices at

home and abroad advanced new energy industry policy and experience. This paper also

takes Kunming power grid and the new energy automobile industry as examples, and

the supply and demand for the policy for the development of new energy industry in

Kunming city of has also been analyzed.

Based on the trend of new energy development, the domestic industrial policy’

and market orientation this paper puts forward some suggestions on the policies for the

development of new energy industry in Kunming City in six aspects: The first

suggestion is to strengthen the new energy industry planning; The second is to increase

the fiscal policy of the new energy industry to implement; The third is to actively

support the new energy industry leading enterprises; The fourth is the innovative

financing way; The fifth is to vigorously promote the development of new energy

industry cluster; The sixth is to promote the new energy supply mode; The seventh is to

strengthen international cooperation in the development of new energy industry ;The

eighth is the importance of the work of introducing talents, promoting science and

technology R&D capability of new energy industry.
